PUBLIC HEARING: (YIN) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Language Access Plan Tara L. Fikes, 245-2490 <br />PURPOSE: To consider approval of a Language Access Plan for the County Community <br />Development Block Grant (CDBG) Program. <br />BACKGROUND: In August 2010, the N.C. Department of Commerce -Division of Community <br />Assistance notified all local governments receiving Community Development Block Grant <br />(CDBG) Program support of the requirement to submit a Language Access Plan (LAP) by <br />September 30, 2010. <br />This Plan details the County's policy to ensure compliance with .Title VI of the Civil Rights.Act.of <br />1964, and other applicable federal and state laws and their implementing regulations with <br />respect to persons with Limited English Proficiency. (LEP). The primary purpose of this policy is. <br />to ensure LEP individuals have equal access to benefits and services. <br />Training was provided in August and the attached Language Access Plan was developed for <br />Orange County. This Plan will be incorporated into the County's Limited English Proficiency <br />Plan that is currently under review. <br />FINANCIAL IMPACT: The primary cost associated with implementation of this Plan will be the <br />cost of obtaining interpreter services estimated to be an amount not greater than $1,000 per <br />grant. This cost is an eligible grant expense payable with Community Development Block Grant <br />Program funds. <br />RECOMMENDATON(S): The Manager recommends that the Board approve a Language <br />Access Plan for the County Community Development Block Grant (CDBG) Program and <br />authorize the Chair to sign the Plan document. <br />
