Resolution — "Coal-Free" UNC Co-generation Facility <br /> The Board considered a draft resolution regarding the University of North Carolina at <br /> Chapel Hill co-generation facility and its use of coal as an energy source. <br /> Environment and Resource Conservation Director David Stancil said that this is a <br /> proposed draft resolution. On April 201h, the Board received a petition from the Citizens for a <br /> Coal-Free Community that called for the University of North Carolina at Chapel Hill to reduce <br /> and eliminate the use of coal by 2015 for its co-generation facility, which is located on <br /> Cameron Avenue. The Board also received the release of the Chancellor's Energy Task Force <br /> report, which suggested making the University coal-free by the year 2020. In early May, the <br /> Chancellor adopted the findings of this report. The report is included in the agenda materials. <br /> The Commission for the Environment also looked at this and there is a memorandum from the <br /> CfE. The recommendation is for the Board to consider this draft resolution. If approved, it will <br /> be conveyed to the University, the Citizens for a Coal-Free Community, and the Commission <br /> for the Environment. <br /> Commissioner Yuhasz said that he is fine with the draft resolution until the third <br /> "Whereas" because it is a strong statement. He suggested taking this paragraph out or <br /> rewording it to say, "Whereas, some coal-mining is socially and environmentally destructive...." <br /> He is not sure that deep coal-mining is necessarily socially and environmentally destructive in <br /> every case. <br /> Commissioner Pelissier asked to add the memo from the Commission for the <br /> Environment to the back of the resolution. She thinks it is important to have this process <br /> monitored. <br /> Commissioner Jacobs said that it seems a little condescending to say that coal-mining <br /> is socially destructive. He suggested saying "often" socially and environmentally destructive. <br /> The Board agreed with this change. <br /> A motion was made by Commissioner Nelson, seconded by Commissioner Gordon to <br /> approve the Resolution Regarding the Use of Coal as an Energy Source for the Co-Generation <br /> Facility of the University of North Carolina at Chapel Hill, with the changes as noted above to <br /> paragraph three, and to convey it to the Citizens for a Coal-Free Community, UNC Chancellor <br /> Thorp, and the Commission for the Environment, along with the memorandum from the <br /> Commission for the Environment. <br /> RESOLUTION REGARDING THE USE OF COAL AS AN ENERGY SOURCE FOR THE CO- <br /> GENERATION FACILITY OF THE UNIVERSITY OF NORTH CAROLINA AT CHAPEL HILL <br /> WHEREAS, medical research has yielded compelling evidence that toxic chemical, including <br /> mercury, arsenic, lead and particular matter emitted by coal-fired plants can adversely affect <br /> human health; and <br />
