These issues will have to be addressed in a second phase, which will <br /> hopefully be approved by the Board. Project recommendations came in three tiers. She said <br /> that they want to find a way to engage other hotels in the area in order to provide rooms for <br /> clients on a regular basis. <br /> Shannon Jackson, Chair of the Commission for Women, said that the second tier is to <br /> expand the services of Home Start. Serious consideration and funding would be required to <br /> implement this phase, which includes shelter services. <br /> Michelle Williams, Orange County Assistant District Attorney, said that the third tier <br /> would be a freestanding shelter for victims of domestic violence. This would be a long-term <br /> project. <br /> Commissioner Nelson said that he was the Board liaison to this group and he <br /> commended the work that was done. He said that the final result of the three-tiered approach <br /> is very prudent and fiscally responsible. He said that there is a need to find "shelter", but not <br /> necessarily "A" shelter. <br /> Commissioner Jacobs asked about expanding services with Project Homestart and if <br /> this was saying that Orange County residents take precedent. Beverly Kennedy said that it <br /> would be prudent to approach the Inter-Faith Council with the idea of providing shelter for <br /> victims in Orange County. <br /> A motion was made by Commissioner Nelson, seconded by Commissioner Jacobs to <br /> receive the final report and acknowledge the effort by the Work Group of the Commission for <br /> Women in advancing the cause of a domestic violence shelter in Orange County.
