c) The Fire District tax rates shall be set at the following rates (all rates are based on <br /> cents per$100 of assessed valuation): <br /> • Cedar Grove 7.36 <br /> • Chapel Hill 7.50 <br /> • Damascus 5.00 <br /> • Efland 4.66 <br /> • Eno 5.99 <br /> • Little River 4.06 <br /> • New Hope 6.95 <br /> • Orange Grove 3.58 <br /> • Orange Rural 6.36 <br /> • South Orange 7.85 <br /> • Southern Triangle 5.00 <br /> • White Cross 6.00 <br /> 2) County Employee Pay and Benefits Plan <br /> Provide a County employee pay and benefits plan that includes: <br /> a) No Cost of Living Adjustment for FY 2010-11 <br /> b) No in-range salary increases for proficient or higher work performance effective for <br /> fiscal year 2010-11 <br /> c) Extends the suspension of the County's 401(k) contribution for non-sworn law <br /> enforcement employees <br /> d) Maintains the County's Living Wage for employees at $10.12 per hour <br /> e) Extends the Retirement Incentive Package for County employees eligible to retire <br /> according to criteria established by the North Carolina Local Government <br /> Employees' Retirement System <br /> f) Implements a six month hiring freeze on vacant positions and the elimination of <br /> certain vacant positions based on Manager's review <br /> g) Extends a Voluntary Unpaid Leave option allowing employees to temporarily <br /> reduce their hours in times of reduced fiscal resources without suffering a loss of <br /> leave accruals or benefits <br /> h) Implements position reclassifications, classification title changes, and <br /> addition/deletion of classifications identified on pages 19 through 22 of Appendix A <br /> of the FY 2010-11 County Manager's Recommended Annual Operating Budget <br /> (Attached) <br />
