APPROVED 4/17/90 MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> REGULAR MEETING - <br /> MARCH 5, 1990 <br /> The Orange County Board of Commissioners met in regular session on March 5, 1990 at <br /> 7:30 p.m. in the courtroom of the Old County Courthouse, Hillsborough, North Carolina. <br /> BOARD MEMBERS PRESENT: Chairman Moses Carey, Jr. , and Commissioners Stephen <br /> Halkiotis, John Hartwell, Shirley Marshall and Don Willhoit. <br /> ATTORNEY PRESENT: Geoffrey Gledhill. <br /> STAFF PRESENT. County Manager John M. Link, Jr. , Assistant County Managers Albert <br /> Kittrell and Ellen Liston, Clerk to the Board Beverly A. Blythe, Commission for Women <br /> Coordinator Hope Bethea, Personnel Analyst II Karen Boulding, Personnel Analyst I Eleanor <br /> Cornish, Planners Gene Bell, Eddie Kirk and Mary Scearbo, Public Works Director Wilbert <br /> McAdoo, Health Director Dan Reimer and Personnel Director Addie Turner. <br /> NOTE: COPIES OF ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT AGENDA <br /> FILE IN THE CLERK'S OFFICE <br /> I. BOARD COMMENTS <br /> Chairman Carey made favorable comments about the employee recognition that was held <br /> prior to the Board meeting. <br /> II. COUNTY MANAGER'S REPORT <br /> Wilbert McAdoo gave a brief report on the outcome of the Landfill Owners Group's <br /> Site Selection Committee meeting held last Friday. He reported that one person was selected <br /> ' from each of the seven townships and three AT LARGE members were selected. <br /> Commissioner Willhoit reported that the Owners Group has been working on a budget <br /> and that there may be an increase in the landfill fee to $21.00 a ton. This extra revenue <br /> will be used primarily for future landfill acquisition. <br /> III. ADDITIONS OR CHANGES TO THE AGENDA <br /> Item VD - Health Department Fee Schedule for Community Screening Services was <br /> deleted. <br /> IV. AUDIENCE COMMENTS <br /> NONE <br /> PUBLIC CHARGE <br /> Chairman Moses Carey, Jr. read the public charge. <br /> V. ITEMS FOR DECISION--CONSENT AGENDA <br /> Motion was made by Commissioner Hartwell, seconded by Commissioner Halkiotis to <br /> approve the items on the Consent Agenda as stated below: <br /> A. BUDGET AMENDMENT #8 <br /> Approve an amendment to the 1989-90 Budget Ordinance as stated below: <br /> GENERAL FUND <br /> Source - Miscellaneous $ 4,000 <br /> Appropriation - General Administration $ 4,000 <br />
