7) Orange Public Transportation <br />At its December 13, 2005 meeting, the Board of County Commissioners approved a new <br />Triangle Transit Authority (TTA) and Orange Public Transportation (OPT) Express Route <br />between Hillsborough and Chapel Hill. As per the approved Memorandum of Understanding <br />between TTA and Orange County, TTA's contribution to operations during the six -month <br />period of January 3, 2006 through June 30, 2006, would be $41,126. The contract amount <br />was based on a per -hour operating cost for the County of $34.00 per hour. This budget <br />amendment provides for the receipt of these funds from TTA to cover their share of the <br />operating cost of the new Orange Express Route. (See Attachment 1, column #12) <br />8) Indirect Cost <br />Over the last few years, the County has recouped indirect costs from the Solid Waste Fund, <br />Emergency Telephone Fund, and Visitor's Bureau. This has been accomplished via a <br />budgeted transfer from those funds into the General Fund. During the 2004 -05 annual <br />audit, the audit team recommended that the County budget this as a receipt of actual <br />revenue in the General Fund Charges for Services function as opposed to a transfer. This <br />technical amendment complies with the auditors' recommendation by reducing the <br />appropriate General Fund budgets in the Transfer from Other Funds category and increases <br />the budgets in the Charges for Services revenue category. (See Attachment 1, column <br />#13) <br />9) Medicaid Maximization Capital Project Ordinance <br />The Orange County Health Department has received its FY 2004 -05 Medicaid Maximization <br />Cost Settlement funds totaling $210,641. In accordance with Federal and State regulations, <br />these funds must be budgeted and expended to further the objectives of the program that <br />generates the funds. Allowed uses of these funds include, but are not limited to: public <br />information and outreach, automation of administrative operations, capital improvements, <br />expansion of preventive and primary care services to uninsured and under - insured <br />populations, and expansion of program support services. The Orange County Health <br />Department invests these funds into various capital areas. Examples of past uses of the <br />funds include offsetting the costs of renovating the clinic areas at the Whitted Human <br />Services Center. This budget amendment provides for the receipt of these FY 2004 -05 in <br />this multi -year project. (See Attachment 3, Medicaid Maximization Capital Project <br />Ordinance) <br />10) SportsPlex Enterprise Fund <br />The County purchased the SportsPlex located in the Meadowlands in Hillsborough in <br />December 2005. At that time, the Board approved an operational agreement between the <br />County and Recreation Factory Partners (RFP) for management and operation of the facility. <br />On December 13, 2005, in order to provide a continuation of day -to -day services at the <br />facility, Commissioners approved an operating budget for the facility to cover the period from <br />December 15, 2005 through June 30, 2006 totaling $355,867. Funds for the operating <br />budget included a transfer of $192,432 from the SportsPlex Capital Project and a $163,435 <br />transfer from the General Fund (appropriation of Fund Balance).
