PROPOSE ZONING ORbI_NANCE BEST A*iEND'~E?~ =SITE PLAN APPROVAL PROCEDURES AND <br />REGULATIONS <br />The Board was requested to consider adding a new.*tion to the Zoning <br />prdinance which would establish a set of standards far site plan applications, as we'll ... <br />as a proposed amendment to Article 8 involving site plans for Special Uses. <br />Motion was made by Commissioner Hartwell, seconded by Commissioner Halkiotis <br />to approve the proposed new text, Article 14 and amendments to Article 8 of the Zoning . <br />Ordinance with the following changes: <br />1. 14.2.2a shall xead, "Three (3) copies of the site plan prepared according <br />to Article 14,2.1 and 14.2,3 (additional copies may be required depending <br />an the nature and location of the proposed development);" <br />2, Add "wastewater disposal fields" after "septic tank" in 14.2.3 1. <br />3. Change the 45-day deadline for final action to 21 days, <br />VOTE: UNANIMOUS <br />4 SUBDIVISION REGULATIONS TEXT AMENDMENT = UTILITY EASEMENTS <br />The Board was requested to consider an amendment to require dedication of <br />water and sewer easements as a.candition of approval for subdivisions within 10 ar 20 <br />Year Transition Areas. The proposed amendment would allow for utility easements as a <br />requirement for subdivision"-approved within designated ,Transition Areas, This , <br />provision would facilitate more orderly extension of public facilities, <br />Motion was made by Commissioner Willhoit and seconded by Commissioner <br />Halkiotis to approve the proposed amendment with the addition of clarifying language <br />stating that the amendment applies to all Transition Areas within both the orange <br />County Land Use Element of the Comprehensive Plan and the Joint Planning Area Land Use <br />Plan. <br />VOTE: UNANIMOUS <br />5. SMOKING POLICY FOR COUNTY BUILDINGS <br />°~ r The policy governing smoking in County Buildings was presented far <br />consideration of approval. A smoking policy was approved on April 4, 1988 for a one <br />year trial period. Albert Kittrell reported that discussions with management and <br />employee personnel indicate that most employees have accepted designated smoking and <br />non-smoking areas in County Buildings. <br />Motion was made by Commissioner Halkiotis, seconded by Commissianex Willhoit <br />to approve making the present Smoking Polity permanent far County Buildings. <br />VOTE: UNANIMOUS <br />H.
