Cc~>7- <br />PAGE 3 <br />WHEREAS, the Board of Commissioners of Orange County desires by this Concurrent <br />Resolution to signify its determination to organize an Authority under applicable <br />provisions of the Act; ~-°- - <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF ORANGE COUNTY: <br />1. That the Board of Commissioners of Orange County hereby signifies its <br />determination to organize an Authority under the Act; <br />2. That the articles of incorporation of such Authority are included herein by <br />reference, and that these articles of incorporation set forth: <br />(a) the "Research Triangle Regional Public Transportation Authority" as <br />the official name of such Authority, <br />(b) that such Authority is organized under the Act, and <br />(c) that the names of the three counties organizing such Authority <br />under the Act are Orange, Durham, and Wake; <br />3. That pursuant to Section_160A-b0$ of the Act ("Purpose of the Authority") the <br />Authority shall have as its purpose to finance, provide, operate, and maintain a safe, <br />clean, reliable, adequate, convenient, energy efficient, and economically .and <br />environmentally sound public transportation system for the service area of the <br />Authority in order to enhance mobility in the region and encourage sound growth <br />patterns; and <br />4. That pursuant to Section 16OA-603 of the Act ("Creation of Authority"), a Public <br />Hearing was duly conducted in Orange County on the matter of organizing an Authority ~...,~,~ <br />under the provisions of the Act prior to adoption of this Concurrent Resolution by the '! <br />Board of Commissioners of Orange County. s <br />This resolution shall become effective when concurrent counterparts are adopted by the <br />Boards of Commissioners of Durham and Wake Counties. <br />D. RESOLTJxIONS OR PROCLAMATIOTS <br />1 RESOLUTION FOR A NUCLEAR TEST BAN <br />Dr. Erdman Palmore made some comments and read th.e resolution. <br />Motion was made by Commissioner Hartwell, seconded by Commissioner Halkiotis <br />to adapt the resolution stated below endorsing a petition for a Nuclear Test Ban and <br />to authorize the Chair to sign. <br />RESOLUTION FOR A NUCLEAR TEST BAN <br />e <br />WHEREAS, nuclear war would probably destroy Orange County; and <br />WHEREAS, nuclear weapons cost the taxpayers of Orange County more than <br />$21,000,000 in 19$8, which is more than the County spent on Public Safety, Human <br />Services, Public Works, and General Administration altogether; and <br />WHEREAS, a ban on nuclear testing would be a concrete and feasible first step <br />toward reducing nuclear arsenals, which would release federal taxes needed to finance <br />County Services; and <br />WHEREAS, a petition has been signed by several hundred citizens of Orange County, <br />calling upon our elected representatives to support legislation requiring the U.S.A. <br />
