<br />1. RESEARCH TRIANGLE REGIONAL PUBLIC TRANSPORTATION AUTHORITY
<br />This item was presented to receive public comment on the formation of a
<br />Regional Transportation Authority comprised of Orange, Wake and Durham Counties. ". '
<br />NO PUBLIC COMMENTS WERE MADE.
<br />Motion was made by Commissioner Hartwell, seconded by Commissioner Halkiotis
<br />to close the Public Hearing.
<br />VOTE: UNANIMOUS.
<br />Motion was made by Gammissioner Hartwell, seconded by Commissioner Willhoit
<br />to adopt the resolution stated below which authorizes the Authority, authorizes the
<br />Chair to sign the Articles of Incorporation and to approve the appointment of
<br />Commissioner Shirley Marshall to serve on the Authority.

<br />A CONCURRENT RESOLUTION WHEREBY ORANGE, DURHAM, AND WAKE COUNTIES
<br />SIGNIk'X THEIR DETERMINATION TO ORGANIZE THE
<br />RESEARCH TRIANGLE REGIONAL PUBLIC TRANSPORTATION AUTHORITY
<br />WHEREAS, on August 8, 1989, the General Assembly of North Carolina ratified and
<br />enacted House Bill 694 as Chapter 0740, Article 26, which shall be known and may be
<br />cited as the "Regional Public Transportation Authority Act," and which is referred to
<br />herein as "the Act";
<br />WHEREAS, Orange, Durham, and Wake Counties together comprise an area meeting the
<br />criteria of Section 160A-602 of the Act ("Definition of territorial jurisdiction of
<br />Authority") for creation of an Authority as-defined in Section 160A-601 of the Act
<br />("Definitions"), said area referred to herein as "the Research Triangle Region";
<br />WHEREAS, Orange, Durham, and Wake Gounties, respective major municipalities, the
<br />general public, and other interested parties, bath public and private, have actively
<br />and consequently participated, individually, .severally, and jointly, in the multi-
<br />year, regional issue and consensus development processes fundamental to the
<br />ratification and enactment of the Act;
<br />WHEREAS, Orange Gounty has engaged in these processes for the purpose of seeking
<br />regional public pransportation solutions to the Research Triangle Region's worsening
<br />transportation problems, and for the vitality of the Research Triangle Region's public
<br />health; safety, welfare, and economic well-being;
<br />WHEREAS, pursuant to Section 160A-608 of the Act ("Purpose of the Authority") any
<br />Authority created under the Act shall have as its purpose to finance, provide,
<br />operate, and maintain a safe, clean, reliable adequate, convenient, energy efficient,
<br />and economically and environmentally sound public transportation system fox the
<br />service area of the Authority in order to enhance mobility in the region and encourage
<br />sound growth patterns;
<br />WHEREAS, it is understood that this Concurrent Resolution shall not be considered
<br />fully adopted until such time, if any, as its three counterparts axe adopted
<br />respectively by the Boards of Commissioners of Orange, Durham, and Wake Counties; and
