., <br />PAGE 1 <br />APPROVED 12 19 89 MINUTES <br />ORANGE COUNTY BOARD OF C02i''iISSIONERS <br />REGULAR MEETING ~~• ' . <br />NOVEMBER 21, 1989 <br />The Orange County Board of Commissioners met in regular session on Tuesday, <br />November 21, 1989 at 7:30 in the Courtroom of the old Past Office, Chapel Hill, North <br />Carolina. <br />BOARD MEMBERS PRESENT' Chairman Moses Carey, Jr., and Commissioners Stephen <br />Halkiotis, John Hartwell, and bon Willhoit. <br />BOARD MEMBER ABSENT: Commissioner Shirley E. Marshall. <br />ATTORNEY PRESE~_ Geoffrey Gledhill <br />STAFF PRESENT: Gounty Manager John M. Link, Jr., Assistant Gounty Managers <br />Albert Kittrell and Ellen Liston, Deputy Clerk to the Board Kathy Baker, Clerk to <br />the Board Beverly A. Blythe, Personnel Analyst Lana Chandra, Planning Director <br />Marvin Collins, Sail and Erosion Officer Warren Faircloth, Purchasing Director Pam <br />Janes, Sheriff Lindy Pendergrass, Social Services Director Marti Pryor-Cook, Deputy <br />Don Truelove and Personnel Director Addie Turner. <br />NOTE: COPIES OF ALL DOCUMENTS REFERENCED IN THESE MIN[JTES ARE IN THE PERMANENT AGENDA <br />FILE IN THE CLERK'S OFFICE <br />A. $OARD AND MANAGERS COMMENTS <br />Chairman Carey announced that the County does have equipment for those citizens <br />who need assistance in hearing the proceedings. Citizens should contact the Clerk so <br />that arrangements can be made. He stated that a report would be available at the <br />December 9th retreat on the bond and pay-as-you-go monies as requested by Commissioner <br />Marshall at the last meeting. With reference to Durham County accepting septic tank <br />sewage from Orange County, Carey requested that John Link follow up with a letter of <br />confirmation. <br />Commissioner Willhoit asked that advertising be increased to the township <br />advisory councils for the landfill information meetings that are scheduled for the <br />first two weeks of December. <br />John Link informed the Board that the Orange County Health Board and staff will <br />be presenting to the County Gommissioners their proposal for establishing a monitoring <br />plan for alternative systems including sludge application. At 'that time, the Board <br />may consider whether or not the process of sludge application should be included in <br />the duties of the Health Department. <br />B. PUBLIC COMMENTS <br />1.
