-'3 <br />`"1 <br />PAGE 5 <br />5 PROCESS FOR SELECTION OF SITE FbR A ATEW LA.~'DFILL ~ ,. , <br />The proposed process for involving the public in t~te~~search for a new landfill si*'~n~~' <br />was described by County Manager John Link. <br />Gommissianer Hartwell made some changes in the verbiage of the application which -` <br />will be used by the Orange County Landfill Search Committee and on other related letters. <br />These changes will be incorporated in the final documents. <br />Commissioner Willhoit suggested that an update be done in the annual report or a <br />special report to the people be done on solid waste and distributed by the "country store" <br />circuit. <br />Motion was made by Commissioner Marshall, seconded by Commissioner Halkiotis to <br />adopt a resolution to proceed with a process for site selection of a new landfill as stated <br />below: <br />RESOLUTION <br />WHEREAS, Orange County acknowledges the necessity of planning for future means of disposing <br />of solid waste; and <br />WHEREAS, the current county landfill'wi11 reach its capacity by early 1997; and <br />WHEREAS, the County desires. to work together with the Tawn of Ghapel Hill and Carrboro as <br />part of the Landfill Owners Group .(LOG) in planning far the county's future solid waste <br />disposal needs; and <br />WHEREAS, the LOG is actively pursuing county-wide and regional solutions to the county's <br />long-term solid waste needs, including volume reduction through reuse, recycling, <br />composting or incineration; and <br />WHEREAS, though solid waste volume will be reduced by reuse, recycling, composting or <br />incineration, same residue will need to be landfilled, thereby necessitating a new <br />landfill; and <br />WHEREAS, the LOG has recommended a process by which the three governing bodies may prace: l <br />to select potential sites for the next landfill; and <br />WHEREAS, it is the intent. of the three governments to create a process for selecting `'~ <br />prospective sites which will include the public, and the proposed process provides for this <br />access; <br />NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of County Commissioners that the <br />Board endorses the process fox selecting prospective sites for a new landfill <br />recommended by the <br />Landfill Owners' Group. <br />VOTE: UNANIMOUS. <br />6. PROPOSED ENABLING EGISLATION - General Statute 153A-331 <br />_._. N.C. General Statute 153A-331 provides enabling authority for counties to require <br />recreation dedications as part of subdivision approval. The statute also permits counties <br />to use payments~in-lieu of dedication to acquire recreation land. <br />The County Attorney has prepared local legislation which would permit the County to <br />use payments-in-lieu for acquisition and development of recreation land. The proposed <br />legislation seeks to amend the team "immediate neighborhood" to refer to a larger <br />geographical area, defined within the context of a comprehensive system of parks and <br />recreation areas. <br />Motion was made by Commissioner Hartwell, seconded by Commissioner Marshall to <br />endorse the proposed local legislation and authorize its submission to the N.C. General <br />Assembly for consideration at the first available opportunity. <br />VOTE: UNANIMOUS. <br />7.
