Link, Jr., Assistant County Managers Albert <br />Kittrell and Ellen Liston, Commission for Women Coordinator Hope Bethea, Clerk to the Board <br />$everly A. BOARD AND~MANAGERS COMMENTS <br />Commissioner Hartwell referred to the goal set by the Board to computerize human <br />services and informed the Board that the federal government will not make their money <br />available far the purchase of computer systems or far the operation of_such systems unle: ' <br />it meets a State plan. The State, at the present time, does not have a plan. This mean;.,; <br />that no one in the State of North Garolina tan take a step forward in the tomputerizatic~:<.;_`,; <br />of human services. Chairman Carey suggested that the County Commissioners Association be <br />contacted for their support in formulating a State plan. <br />Chairman Carey added to the agenda a resolution from the Commission for Women. He <br />moved G2 to immediately follow the public hearing on "The Old Plate." <br />Commissioner Willhoit made reference to a memo he received from Lane Kendig about <br />watershed protection criteria. Kendig indicated that for large lot size development there <br />would be a larger impervious surface ratio. He ignored the fact that the main focus of <br />the CDM study and the different scenarios run through on the model indicated that the <br />loading is very sensitive to the impervious surface ratio. The CDM study emphasizes that <br />the impervious surface ratio must be controlled. It is clear that what the committee has <br />been talking about are design standards and not performance standards. He suggested <br />looking at ways,ta eliminate certain types of driveways from the impervious surface <br />calculation that would fit ix3to the design standards and thus allow for buffers between <br />driveways and streams. <br />B.
