comments made and bring back to the Board an updated recommendation for addressing the' <br />watershed protection in the remaining watersheds. <br />.~~~ <br />Motion was made by Commissioner Willhoit, seconded by Commissioner Hartwell toy <br />approve the Administration's recommendation (stated below) on University Lake <br />Watershed and include in the regular quarterly public hearing in February a public - <br />heaxing on permanent standards. ' <br />VOTE: UNANIMOUS <br />Commissioner Hartwell expressed concern about having in place more assurances <br />from OWA5A that they will make a commitment to protect the watershed. He wants <br />assurances from OWASA that equity will be addressed. <br />After considerable discussion on the importance of protecting all the <br />remaining watersheds and the timetable for doing sa, motion was made by Commissioner <br />Willhoit, seconded by Commissioner Hartwell to table the Planning Board's <br />recommendation (delaying the interim standards for other watersheds until <br />jurisdictional negotiations progress to the point that adoption of permanent standards <br />could be adopted within a six-month period) and have the recommendations far each <br />watershed brought to the Board for separate consideration as soon as possible. <br />VOTE: UNANIMOUS. <br />ADMINISTRATION'S RECOMMENDATION <br />that the Board of Commissioners adopt Interim Development Standards as described <br />in the amended article of the Zoning Ordinance and amended sections of the Subdivision <br />Regulations referenced earlier for the University Lake Watershed for a period not to <br />exceed six months. During this six-month period, permanent standards would be <br />developed based on recommendations from the Chatham-Orange Work Group and ready fox <br />the Quarterly Public hearing in February, 1990. <br />2. HILLSBOROUGH CHAMBER OF COMMERCE RE~ OUEST FOR FUNDS <br />Kathy Carroll, President of the Chamber of Commerce spoke in support of this <br />request. She indicated she would make copies of all bids received for the project <br />available to the members of the Board. <br />Motion was made by Commissioner Halkiotis, seconded by Commissioner Hartwell <br />to approve releasing $25,000 to the Hillsborough Chamber of Commerce to .be used toward <br />the Visitors Center Project and pursuing tourism in accordance with the County's <br />Economic Development Strategic Plan. <br />VOTE: UNANIMOUS <br />3. ZONING ORDINANCE TEXT AMEND?~EA'TS - REGULATION OF PRINCIPAL USES AND STRUCTURES <br />The proposed amendments to Article 22 - Definitions and Article 6.3 - <br />Regulation of Principal Uses were presented to the Board for approval. It is proposed <br />that definitions pertaining to buildings be deleted, and replaced with definitions <br />pertaining to structures. The prapased amendment to Article 6.3 would allow greater <br />flexibility in commercial development on lots less than two acres in size, while <br />requiring a public hearing for more than one structure or use on a lot greater than <br />two acres in size. <br />Motion was made by Commissioner Willhoit, seconded by Commissioner Halkiotis <br />to approve the proposed amendments as recommended by the Planning Board and the <br />Administration. <br />VOTE: UNANIMOUS. <br />
