SPECIAL USE PERMIT RE UEST <br />Motion was made by Commissioner Marshall, seconded by Commissioner Halkiotis <br />to adjourn the public hearing to October 17, 1989 at 7:30 p.m, in the courtroom of the <br />old Past Office in Chapel Hill to hear a request for a Glass A Special use Permit by <br />Jesse Rice to permit the operation of abed and breakfast establishment. <br />VOTE: UNANIMOUS. <br />D. RESOLUTIONS OR' ROCLAMATIONS - NONE <br />E REPORTS <br />1. DOT PLAITS R. I-85/I-40 CORRIDOR = EFLAND EXCHANGE <br />J. Belton Sessoms, Project Engineer and Hubert R. Jenkins, Division <br />Construction Engineer pzesented information on the proposed redesign of the <br />Efland/Highway 70 Interchange with I-$5. He explained that a meeting was held in <br />Efland and this design was approved by Hillsborough. With the use of a colored map, <br />Mr. Sessoms explained that there would be a diamond interchange at Efland and a <br />diamond interchange at Route 70. Because these are very close in proximity they have <br />proposed a collector system between the two interchanges. This design will allow room <br />for growth. In answer to a question from Commissioner Willhoit, he noted the original <br />public hearing was held on the old design. The new design has received approval from <br />the Town of Hillsborough and DOT was told the County had representatives at that <br />meeting. <br />Commissioner Halkiotis pointed out that there is apparently a breakdown in <br />communications because the Board of Gommissioners knew nothing of this plan. <br />Sessoms stated that the existing road right=of-way will be retained by the <br />State. The changes made do not zequire another environmental impact statement. The <br />timetable is that construction will begin in 1991 and take about three years to <br />complete. <br />Commissionez Willhoit stated that during the presentation several years ago <br />when it was first discussed to widen I-85 to eight lanes, the Cora~nissioners had <br />expressed a concern about the impact on water quality in the Seven Mile Creek <br />reservoir site. He asked if these concerns had been considered in the zedesign. <br />Sessoms indicated that these concerns were covered under the original Environmental <br />Impact Statement. He will send a copy of the EI5 to Commissioner Willhoit and Mr. <br />Jenkins will send a copy of the map to the County Manager. <br />Commissioner Willhoit asked that the Economic Development Commission Review <br />the proposal and ascertain the impact it would have an future economic development in <br />that area. <br />- ~;, <br />
