PRESENTATION-CERTIFICATE OF ACHIEVE!~ENT FOR EXCELLENCE IN FINANCIAL REPORTING <br />Assistant County Manager Ellen Liston presented the Certificate of Achievement to <br />Ken Chavious who recognized his staff for this outstanding achievement. " <br />E. REPORTS <br />0. VOLUNTEER AWARDS RECOGNITION <br />Jan Schopler from the Human Services Advisory Commission reported to the <br />Commissioners on the Governor's Outstanding Volunteer Award program. Peggy Pollitzer <br />and Barbara Warren received the Community Service Volunteer Awards. Ruth Pat received <br />the School Service Volunteer Award and the community advisory committee of the <br />Adolescent Parenting Program, Department of Social Services received the award for the <br />most outstanding organization in the County. She recommended and the Commissioners <br />agreed to (1) write a congratulatory letter to each person, and (2) hold a reception <br />on November 6. At that time duplicate plaques for these recipients as well as for <br />past recipients will be presented. <br />1. COUNTY SOLID WASTE REPORT (A copy of the complete narrative is in the <br />permanent agenda file in the Clerk's Office). <br />Wilbert McAdoo used slides to present alternative options for addressing solid <br />waste collection. He showed the current situation highlighting the problems <br />associated with these sites. The amount of waste being handled has almost doubled <br />between 1985 and 1989. Currently, the County has fifteen (15) smaller sites, four (4) <br />consolidated sites and three (3) consolidated sites under development. In addition, <br />there are two consolidated sites being negotiated with the property owners. He <br />described the recycling program as contained in the report. <br />In reference to illegal dumping, McAdoo emphasized that addressing the <br />problem would involve fencing the areas, gates, staff to supervise the sites and <br />establish hours of operation. He stated that it is imperative that recycling be <br />included as an essential element in whatever plan is developed to address the solid <br />waste collection needs in Orange County. <br />McAdoo listed the possible options to solid waste collection. These included <br />40 yard open top roll off containers, the 40 yard high compaction roll off containers, <br />a private curbside residential collection system, franchises or a combination of these <br />options. He outlined, as stated in the report, advantages and disadvantages of these <br />options. The goal is to provide the most efficient and effective service for the <br />least possible cost to the residents of the County. <br />In answer to a question from Commissioner Marshall about the timeframe, John <br />Link stated that depending on the method, it would be a three to four year process <br />starting with the 90-91 budget. <br />The feasibility of having private haulers handle the pickup of trash in the <br />rural areas was discussed. Jahn Link mentioned that specific strategies have not been <br />discussed for encouraging rural residents as well as private haulers to pursue <br />recycling. The County may have to provide incentives and subsidize the recycling <br />efforts. He is checking with other counties on. what programs are cost effective. <br />Chairman Carey feels that after cast figures are obtained that a plan can be <br />developed to take to the citizens of each township for their input. Education of the <br />public must be a part of any plan. <br />Commissioner Halkiotis emphasized he feels it critically important to know <br />how many full truckloads or dumpsterloads are generated from the different green box <br />sites and McAdoo indicated he will provide this information. <br />
