Most <br />important, such a plan would serve the school and the community in <br />a way that, we believe, would satisfy the greatest number of <br />interests. <br />Although the rural character of North Orange County is largely <br />protected by zonirig~and other restrictions, experience shows us <br />that time can be a big agent of change, and that structural <br />barriers are often the best assurance that policies such as the <br />_ Land Use Plan are preserved for generations.
