48 <br />Stage II. WHO IS AFFECTED? <br />Sta9@ ~~ identifies who is likely to be affected by the proposed policy/program/project. Use data to <br />identify the population groups that will experience a differential impact. At the end of this stage you <br />will be able to identify which segments of the population will benefit and which segments will be <br />burdened. <br />RESOURCES <br />The following resources may help you determine who may be impacted throughout the county. <br />• Orange County Census data <br />• Orange County GIS maps <br />• Department-specific data (data your department has always looked at) <br />• Data on clients or consumers of services <br />• Data on community partners or contractors who provide services (they may also be a source of <br />data) <br />• Relevant research or literature <br />Stage II.A SOCIAL JUSTICE ASSESSMENT (maps, tables, charts or graphs may be helpful <br />in this assessment). <br />Is our proposal (please check one of the following): <br />A county-wide proposal If "yes," go to Stage ILA. l <br />A proposal focused on a specific geographic area If "yes," go to Stage II.A.2 <br />A capital project If "yes," go to Stage II.A.3 <br />A proposal focused on a special population If "yes," go to Stage II.A.4 <br />An internal county proposal If "yes," go to Stage II.A.S <br />Stage II.A.1 IF COUNTY-WIDE PROPOSALS: Identify population characteristics for <br />the population most directly affected. <br />[When Stage ILA.l is complete, proceed to Stage ILB.IJ <br />Page4of12 <br />
