2 <br />Staff proposes moving the managerial responsibilities of reclassifying and changing titles of <br />established positions to the County Manager. Attachment 2 provides examples of the proposed <br />classification authority. This transition will allow the administrative process to move more <br />quickly. The BOCC will continue to retain the sole authority to add and delete positions. In <br />addition, the Board would approve the Classification Plan annually. <br />The Board of Commissioners discussed, revised, and approved this item on first reading <br />at the August 17, 2010 regular meeting with six Board members present. If ordinance <br />amendments such as this one are not approved by all members of the governing board, <br />North Carolina General Statutes require approval on second reading for the amendment <br />to be effective. The approved revision incorporating the Board's August 17, 2010 action <br />is provided at Attachment 1. <br />FINANCIAL IMPACT: The Board of County Commissioners approves the annual operating <br />budget for each fiscal year. All reclassifications of positions are funded through approved <br />appropriations. <br />RECOMMENDATION(S): The Manager recommends the Board approve on second reading <br />the proposed amendment to the Orange County Personnel Ordinance Article VI, Section 5.1 <br />and 5.2 <br />
