2
Staff proposes moving the managerial responsibilities of reclassifying and changing titles of
established positions to the County Manager. Attachment 2 provides examples of the proposed
classification authority. This transition will allow the administrative process to move more
quickly. The BOCC will continue to retain the sole authority to add and delete positions. In
addition, the Board would approve the Classification Plan annually.
The Board of Commissioners discussed, revised, and approved this item on first reading
at the August 17, 2010 regular meeting with six Board members present. If ordinance
amendments such as this one are not approved by all members of the governing board,
North Carolina General Statutes require approval on second reading for the amendment
to be effective. The approved revision incorporating the Board's August 17, 2010 action
is provided at Attachment 1.
FINANCIAL IMPACT: The Board of County Commissioners approves the annual operating
budget for each fiscal year. All reclassifications of positions are funded through approved
appropriations.
RECOMMENDATION(S): The Manager recommends the Board approve on second reading
the proposed amendment to the Orange County Personnel Ordinance Article VI, Section 5.1
and 5.2
