Examples of Classification Changes <br />INFORMATION CONTACT: <br />Michael McGinnis, Human Resources <br />Director, 245-2552 <br />Allison Newcomer, Pay and <br />Classification Manager, 245-2555 <br />Annette Moore, Staff Attorney, 245-2317 <br />PURPOSE: To approve on second reading an amendment to Article VI, Sections 5.1 and 5.2 <br />of the Position Classification Plan. <br />BACKGROUND: The Orange County Personnel Ordinance was adopted in 1976,.Article VI, <br />The Position Classification Plan was last amended in 1992. Currently, the BOCC has <br />responsibility for adopting the position classification plan and approving any amendments to 1) <br />add or delete a classification, 2) change the title of an established classification, and 3) revise <br />the salary grade of an established classification. The County Manager is responsible for the <br />administration and maintenance of the position classification plan. Staff is responsible for <br />developing and implementing a supporting system and procedures to maintain the position <br />classification plan. This includes the occasional need to classify new positions, reclassify <br />current positions, and/or change the title of existing classifications to more accurately reflect the <br />position's duties. The County Manager has authority to approve reclassifications of positions to <br />existing classifications; all other changes require BOCC approval. <br />As the organization continues to look for ways to reorganize and redirect resources, the need to <br />review positions for accurate classification and title efficiently is important. If a position is <br />determined to need a reclassification to a higher salary grade, funding for the reclassification is <br />found within the Department's current budget appropriations. Currently, the County Manager <br />approves some reclassifications, while other reclassifications require BOCC approval. The <br />approval needed by the BOCC is not based on the need to appropriate funding for the <br />reclassification but to amend the classification plan to add a new classification. Additionally, <br />while changing titles of positions within a classification requires no additional funding it does <br />require BOCC approval. <br />
