develops extensive culturally diverse youth groups that become change agents in developing <br />a tobacco-free norm in the schools and community. This is done by directing efforts toward <br />changing youth attitudes and behaviors through direct involvement and educational outreach. <br />Activities aim to reduce the number of risk factors influencing young people to smoke and <br />replace those risk factors with protective factors that discourage tobacco use. <br />Expected Program Outcomes: <br />1) By June 2009, 2009 YRBS results will show a 7% and 5% decline in the number of OCS <br />and CHCCS middle and high school students respectively who have smoked cigarettes in the <br />last 30 days using 2003/2005 YR.BS data as the baseline. <br />2) By June 2009, 2009 YRBS results will show a 6% and 4% increase in the number of OCS <br />and CHCCS middle and high school students respectively who have never smoked a whole <br />cigarette using 2003/2005 YRBS data as the baseline. <br />3) By June 2009, 2009 YRBS results will show a 2% increase in the number of OCS and <br />CHCCS high school students who have attempted to quit smoking in the last 12 months <br />using 2003/2005 YRBS data as the baseline. <br />Focus Area 1: Preventing Youth Initiation <br />Goal 1: The program will recruit and train youth peer educators from CHCCS and OCS high <br />schools, involving them as active participants in the four focus areas. <br />Local Objective: By June 2009, 90 students will be recruited from OCS and CHCCS high <br />schools and trained as TRU peer educators. This will be measured by required <br />parentaUguaxdian permission forms provided by parents/guardians of peer educators. <br />Strategies: New peer educators will be identified and recruited through recruitment <br />campaigns conducted by current peer educators and teacher and student assistance counselor <br />referrals. Large group peer educator trainings will be held twice a year during the school <br />year and summer. <br />Timeline: Peer educators will be recruited throughout the school year and trained twice a <br />year during the grant period. <br />Goal 2: The program will mobilize peer educators to implement educational Tobacco 101 <br />and Media Literacy programs and strategies to reduce tobacco initiation by middle school <br />youth. <br />Local Objective: By June 2009, a total of 1,500 middle school students in OCS and CHCCS <br />will have participated in a Tob. 1 O1 or Media Literacy presentation led by TRU peer <br />educators. This will be measured by participant and teacher evaluations completed at the end <br />of each presentation. <br />Strategies: Trained TRU peer educators will continue to provide Tobacco 101 presentations <br />in middle school classrooms and will add a Media Literacy presentation. The Media Literacy <br />presentation will be amulti-media, interactive presentation focusing on tobacco industry <br />marketing and youth participation in creating counter marketing messages.. Working <br />relationships already exist with teachers in OCS and CHCCS middle schools and these <br />relationships will be maintained to schedule presentations. <br />Timeline: An average of 3-4 presentations will be given each month during the school year <br />during the grant period. <br />Goa13: The program will conduct, in consultation with youth peer educators, a social norms <br />campaign in OCS and CHCCS middle and high schools. <br />8 <br />
