In the event such records are audited, all Project records shall be retained beyond such five (5) year period until all audit findings have been resolved. b. Records If Grantee Dissolves - In the event the Grantee dissolves or otherwise goes out of existence before the end of the Grant, or within five (5) years following the Termination Date, Grantee shall notify the Commission in writing and agrees that it will make arrangements for the retention of its records. 2. State Auditor -Grantee shall allow the State Auditor or the State Auditor's designee to enter its premises and to audit, examine and copy its records in accordance with N.C. General Statute § 147-64.7. 3. Commission Staff a. Grantee shall make available to the Commission or its designated representative all of its records which relate to the Grant and the Project for audit, examination and copying. Access to these records shall be allowed upon request at any time during normal business hours and as often as the Commission or its representative may deem necessary. b. Grantee shall allow periodic visits by Commission staff or its designated representative at the Commission staff s discretion. The purpose of these visits is to verify contract compliance, assist Grantees, facilitate the dissemination of information and ideas among all Grantees, and to increase the statewide effectiveness of the Program. D. Subcontracting The Grantee agrees to the following: Notice -Grantee shall notify the Commission in writing at least five (5) business days in advance of Grantee disbursing Commission funds to any subcontractors, partners and subgrantees during the term of this Grant. Such notification must include the detailed purpose of the disbursement, total amount that will be disbursed over the term of the grant to that subcontractor, partner orsub- grantee and reporting requirements for subcontracts made between the Grantee and this other entity. 2. Bound by Terms -All subcontractors, partners and subgrantees shall be subject to all terms and conditions of this Agreement through a subcontract with the grantee. Grantee Responsibility -Grantee is responsible for the performance of any subcontractor, partner, or subgrantee and continues to be responsible for all services provided under this Agreement regardless of who may be providing them. Grantee is responsible for the notification and the monitoring of all subcontractors, partners, or subgrantees in regards to all applicable reporting requirements as specified by this contract, including but not limited to N.C. General Statute § 143- 6.2. 4. Payment of Subcontractors, Partners and Subgrantees -Grantee is responsible for paying all subcontractors, partners and subgrantees for services and ensuring that all funds are spent in accordance with the purposes for which they were granted. As a condition of this Contract, Grantee acknowledges and agrees to make disbursements in accordance with the following requirements: a.
