The designs will be put on ..,, . <br />display for a period not to exceed two weeks to solicit public comments as well. _ _. <br />Following the two week period, the Committee will direct the architect to <br />continue schematic design development with one site design. <br />5. The Architect will present fully developed schematic design to the public <br />and to the Commissioners at a public meeting. <br />6. The Architect will develop design drawings and present them to the <br />Committee and to the affected County departments. Committee and staff will review and <br />comment. The Architect will incorporate comments and make revisions as needed. <br />7. The Architect will present design drawings to the Commissioners and the <br />public at a public meeting. The Architect will receive Commissioner and public comment. <br />Commissioners may direct revisions as they see fit. <br />8. The Commissioners authorize the Manager to submit the Site Plan Approval <br />applications, based on (possibly revised) drawings presented. <br />9. The Committee's tasks will basically be completed at this point; however, <br />the Committee may be requested to reconvene to assist in specific tasks on an as needed <br />basis. <br />Motion was made by Commissioner Marshall, seconded by Commissioner Hartwell to <br />approve the CIP Projects Timetable as stated above. <br />VOTE: UNANIMOUS <br />NOTE: Commissioner Marshall will serve on the task force for the Human Services <br />Complex and Commissioner Halkiotis will serve on the task force for the Government <br />Services Center. All Commissioners will be informed of the meetings scheduled by the <br />different committees and a periodic report will be presented to the Commissioners. <br />~; Discussion ensued on the scope of the Animal Shelter project. A report was <br />.. -.:~ given by Dail Dixon and Associates on the building and what would be included in the <br />project. He showed the existing facility and what would be added to the building that <br />would accommodate the increased use of the present site. The largest area at the rear <br />of the shelter would have forty new dog runs, a kitchen, storage room and a euthanasia <br />room. The square foot cost for kennel runs is $106. The total estimated cost to build <br />the entire project would be $440,000. If there were ten less dag kennels the estimated <br />cost would be $395,000. These figures are based on past history and may be higher or <br />lower than estimated. <br />The Board discussed soliciting bids for. the base project with thirty kennel runs <br />with an alternate bid of forty kennel runs and bids for the base project of forty kennel <br />runs without the conference room. <br />Chairman Carey and Commissioner Hartwell stated they disagree with allocating <br />$400,000 for a project that was originally projected to cost $300,000. <br />John Link indicated he would work with the AFS on further refining an alternate <br />approach. He recommended going with a base of thirty runs and working with APS on the <br />alternates of adding another ten runs and increased office area. The Board agreed with <br />this recommendation. They also encouraged a cost-sharing approach for this project if <br />the cost exceeds the $300,000 as scheduled. <br />Pat Sanford, Director of the Animal Shelter, emphasized that the project had <br />been scaled down. The need for space is because of the increase in human population. <br />She stressed that the animal shelter still remains a beacon for its humane programs. <br />The shelter has the support and confidence of area citizens as shown by the passing of <br />the bond referendum and the volunteers that work at the shelter. <br />Lee Yakutis, humane officer for the Animal Protection Society, stated that the <br />forty additional dog runs would bring the total to 79.
