In most cases this means that the applications were taken over the phone <br />or on the internet since, which is one of the ways that sub prime lenders accept applications <br />However it is still a concern that the minority population is 4.6% of the total population and <br />yet only 2.1 % of conventional home purchase applications were from minorities in 2002. <br />Whites had an ration of applications to population of 1.2, while minorities had a rate of 2.1. <br />Even considering the fact that the minority population is small it would be expected that <br />applications would have been better. <br />Table 33 shows how those applications fared. Blacks <br />had more than 33% of their applications approved compared to 81.9% for Whites. <br />Considering the small number of Black applications it would have been hoped that <br />originations would be higher. When the number of applications is so small as to be <br />statistically non important then the decent rates of originations or denials means little. <br />Frankly, it would be expected that with the changes in today's lending market and the <br />awareness of lenders of fair lending issues and programs that the service to the minority <br />community in Summit County and in Cuyahoga Falls would have been better. <br />The City does have the ability to review Home Mortgage Disclosure Act data for all lenders <br />that are participating in mortgage lending in the City. They can do this by annual HMDA <br />reviews using available software such as was used for this report or looking up specific <br />lenders on the Federal Reserve's web site or even by requesting copies of local lenders <br />HMDA reports. <br />By conducting such reviews the City can have a better awareness of the lending market, <br />
