The annual average unemployment <br />rate in the City during the last five years was as low as 2.8% in 2000. During the four (4) <br />years since the 2000 rate of 2.8 %, the unemployment rate has increased .3% in 2001, <br />increased 1.0% in 2002, neither increased or decreased in 2003 but has decreased .1 % <br />in 2004. Looking at the civilian labor force numbers, we see a different picture: 2001 <br />showed an increase of .03 %, 2002 showed a increase of .04 %, 2003 an increase of 0.04% <br />and 2004 an increase of .04 %.
