424- <br />City of Cuyahoga Falls, Ohio 3 <br />Q J Anal sis of Im ediments to Fair Housina Choice <br />The City of Cuyahoga Falls has already completed an important part of its review of the <br />"health" of the community through the development of its Consolidated Plan for Housing <br />Activities. The Al is the next logical step and part of the ongoing process of community <br />development. Its goal is to make recommendations on how to improve the current <br />situation. The recommendations will assist in developing a Fair Housing Action Plan that <br />will be a cooperative part of the Comprehensive Plan. It is a requirement of the Community <br />Development Block Grant Program that recipients undertake this review and it is one that <br />must be taken seriously. <br />The Al includes: a demographic and economic profile of the community; a review of <br />activities and issues concerning the local housing industry; a review of local lenders, zoning <br />and housing regulations; current fair housing programs; and, identification of impediments <br />to fair housing choice. The purpose of this analysis is to make the the City of Cuyahoga <br />Falls, as well as the public, aware of the fair housing issues that are facing their community <br />and to develop strategies to address those issues. This analysis also helps develop an <br />ongoing process for identifying fair housing concerns and problems in City of Cuyahoga <br />Falls. It is useful in developing a means to inform the citizens of the community about their <br />fair housing rights and responsibilities. <br />.The strengths and weaknesses of a community are the culminations of years <br />of tradition, growth and change. The resulting conditions have implications for the housing <br />and community development needs of a community. The following report provides an <br />overview of significant conditions and trends. It helps to clarify the housing and community <br />development needs and the approaches the City will need to take in order to address those <br />needs. <br />Map 1 shows the City by jurisdiction. Map 2 shows the City by census tract. These are <br />included since much of the statistical analysis and review of income, demographic and <br />other vital data utilizes census tracts and is more helpful if the reader is familiar with the <br />layout of these tracts. <br />It should be noted that the boundaries for individual census tracts between the years 1990 <br />and 2000 may differ as it relates to the City of Cuyahoga Falls. For the purposes of this <br />report, the breakdown of census tracts will show the City of of Cuyahoga Falls to consist <br />of (9) census tracts in 1990 and ten (10) census tracts in 2000. Although comparisons <br />were made against the same numbered census tracts and /or boundaries wherever possible <br />in order to preserve the integrity of this report, boundaries of some census tracts do <br />overlap. Also, the data may indicate that a category either is nonexistent or falls below the <br />threshold in terms of measurement. <br />3.1 Location and Size of the Community <br />
