Eager and Associates, LLC was officially incorporated in 1995, although the <br />company's was formed in 1991 and its collective fair housing /community planning <br />experience dates to 1977 when Donald Eager was a Planner for the Northeast Regional <br />Planning Agency in Ohio. <br />The company's staff has served as Directors of prestigious private fair housing <br />organizations and community development corporations. They have authored fair <br />housing statutes and regulations, litigated fair housing cases, and advised Governors <br />on fair housing /fair lending issues. They have trained non - profit organizations, city <br />officials, state agencies, and HUD Field and Executive Staff where they received the <br />highest rating of any training program in the agency's history. <br />Donald B. Eager and Associates, LLC has conducted Fair Housing Impediments Analysis <br />in nine states and for over thirty jurisdictions. Many of these analyses have been for <br />the largest entitlement communities in the state. The company has helped set the <br />standard for conducting these analyses for local, state and federal agencies. By <br />developing a model that can be used in rural and urban communities, the Impediments <br />Analysis can be used with equal success for long and short term planning. <br />The company has developed a nationally recognized expertise in fair lending. It has <br />developed affirmative marketing agreements for mortgage lenders, provided training <br />on how to use lending data and prepared research on Home Mortgage Disclosure Act <br />data for states and local communities. Recently the company completed one of the <br />most comprehensive lending research projects ever undertaken in the State of Ohio. <br />Staff has also assisted state agencies and private non - profit fair housing <br />organizations in developing lending testing programs. <br />Staff has assisted many communities in developing sound, effective zoning regulations, <br />housing codes and implementation strategies. Staff has developed effective <br />community -based plans for the distribution of affordable housing and fair share plans. <br />They have worked with local communities in preparing community development efforts <br />in the area of housing and economic development.
