Eager & Associates, LLC to conduct <br />an Analysis of Impediments to Fair Housing Choice study. <br />BACKGROUND: In 1995, the U.S. Department of Housing and Urban Development (HUD) <br />announced that entitlement communities — those communities that receive direct federal <br />funding from Community Development Block Grant (CDBG), HOME Investment Partnership <br />and Emergency Shelter Grant programs — are required to conduct a study of existing barriers to <br />housing choice. The required study is referred to as the "Analysis of Impediments" (AI) and is <br />part of entitlement communities' consolidated planning process. <br />In early 2006 as part of HUD's increased focus on fair housing enforcement, HUD required all <br />agencies representing entitlement communities and any corresponding Fair Housing Assistance <br />Programs (FHAP), such as the Department of Human Rights & Relations, to attend a day long <br />fair housing and analysis of impediments meeting. At that meeting, HUD informed entitlement <br />agencies that the Fair Housing Enforcement Organization (FHEO) at HUD would be monitoring <br />their efforts at affirmatively furthering fair housing through updated analysis of impediments and <br />records of efforts taken to reduce or eliminate identified impediments. <br />Analysis of Impediments <br />The purpose of the Al is to examine how state and local laws and private public and non- <br />profit sector regulations, administrative policies, procedures, and practices impact the <br />location, availability and accessibility of housing in a given area. The AI is not a Fair <br />Housing Plan rather it examines the current state of fair housing choice and identifies <br />
