He stated, however, that these do notY ~~ <br />need to be discussed in the same forum as the discussion of the reservoir. He - -. <br />would feel more comfortable acting on this agreement if he knew what. some of the <br />issues and answers to pressing questions were. He is not prepared to act on this <br />agreement tonight. He does favor an agreement with Hillsborough. . <br />Commissioner Marshall emphasized that the land use issues need to be <br />addressed at this time instead of later. Some very important supplemental <br />agreements need to be acted upon. If this agreement is approved and the <br />supplemental agreements are never reached, it may be difficult to reverse a <br />decision. <br />Commissioner Halkiotis expressed that there needs to be additional <br />opportunities for face-to-face discussion between the two elected boards. He <br />expressed a concern about the 160 acres and the lengthy time-frame repayment for <br />this land. He expressed opposition to spending Orange County money to help <br />economic development in Alamance County. He feels there is a need for the two <br />Boards to resolve land use issues. <br />Chairman Carey will set up a meeting between the two Boards and request an <br />update on the progress made by the two planning boards on land use issues. <br />Paul Thames clarified that the expansion of the reservoir to accommodate <br />economic development refers to an agreed upon incremental reserve in the first <br />phase for Economic Development purposes. When this reserve beco-nes required for <br />other uses, then the reservoir must be expanded to its ultimate capacity to <br />maintain the required Economic Development reserve. In terms of land acquisition, <br />there should be no additional land costs for reservoir expansion, because the <br />property required for the ultimate reservoir development should be purchased in the <br />initial phase of development. <br />Commissioner Marshall stated that the original proposal made by <br />Hillsborough showed the reservoir being built in phases. Hazen and Sawyer has -- <br />indicated this is not very efficient. She expressed a desire to work with <br />Hillsborough but does not want to participate in building a reservoir which is not <br />designed to be efficient and practicable. <br />Commissioner Halkiotis expressed concern about the reservoir being built <br />in phases. The phases need to be described in detail in the agreement. <br />Motion was made by Chairman Carey, seconded by Commissioner Hartwell, <br />to affirm the Board's commitment to pursue a reservoir agreement with the Town of <br />Hillsborough that will include additional clarity on out-of-basin transfers, <br />economic development set-aside, expansion of reservoir as it relates to recreation, <br />and further supplemental agreements between Orange County and Hillsborough on land <br />use planning and wastewater capacity. VOTE: UNANIMOUS. <br />3. UNIVERSITY LAKE WATERSHED STUDY IMPLEMENTATION ISSUES <br />Chairman Carey gave an update on the progress of the Joint Chatham-Orange <br />work group on issues associated with the implementation of the University Lake <br />Watershed Study. A set of issues was drafted by the Planning Directors of Chapel <br />Hill, Carrboro and Orange County. The next step will be to receive a <br />recommendation from the work group on how to incorporate the Camp Dresser and McKee <br />recommendations into local ordinances. Chatham County indicated that they did not <br />feel the primary recommendations for the vast majority of the watershed were going <br />to be relevant to the small portion in Chatham County and that the five acre <br />minimum was unacceptable. <br />Gommissioner Marshall pointed out that the final findings from the Rural <br />Character Study should adapt themselves to what is done in the watershed.
