JTFA STATUS REPORT <br />Assistant County Manager Albert Kittrell presented the Report. <br />Commissioner Marshall expressed a concern that no evaluation was included in the <br />report. <br />Dr. Lunsford, a member of the PIC Council, explained that Orange County <br />received a smaller amount of funds so they had less to work with. However, the <br />money generated by Orange County was spent in Orange County on Orange County <br />residents. In terms of the cost of OJT placements, the placements cost more in <br />Orange County. The participants are not dissimilar from those in other JTPA areas. <br />The PTC Council was not 100 pleased this last year. The clientele of the target <br />group had not been met and there were problems getting started. Clearly, in terms <br />of what can be expected in the future, it is hoped that more clients will be served <br />in that portion of the population that is of greatest concern to the Commissioners <br />and the PIC members. <br />Jim Gibson, a member of the PIC Council, assured the Board that the next <br />report would include an evaluation of the program: <br />Cleon Curry of the PIC Council talked about the distribution of funds to <br />the agencies administering the program. The PIC Council tried to look at the <br />proposals they received and tried to receive the mast for the amount of money <br />available. It was felt the money should go to the participants and not to <br />administrators. <br />2. RESERVOIR AGREEMENT WITH HILLSBOROUGH <br />r Gounty Manager John M. Link, Jr. presented for Board discussion a revised <br />draft of an agreement for development of a raw water reservoir on Seven Mile Creek. <br />He briefly reviewed the draft agreement. He stressed that they are approaching <br />this by using the Capacity Use Agreement as a chief component of how the water is <br />used in the future. <br />Commissioner Hartwell suggested that paragraph four state that the <br />$1,000,000 be designated for acquisition of reservoir Iand instead of development <br />of a reservoir. HE also suggested that in paragraph six the words "does and will <br />specified" be deleted and the words "does and will continue to specify" be added. <br />He feels the agreement is a realistic one and one in which the County is taking <br />leadership. <br />Commissioner Halkiotis asked about the limitation on out-of-basin <br />transfers. <br />Commissioner Marshall asked how the County would be assured that once <br />Orange-Alamance has the water and the customer base they will indeed abide by this <br />agreement and build their new supply. Paul Thames explained that there are some <br />long standing agreements that would apply in this kind of situation. <br />Commissioner Marshall questioned the length of time it would take <br />Hillsborough to repay the County for the land purchased for the reservoir, stating <br />it will take a lat of years to repay this money. She asked if there was any way to <br />assure that the County does not lose the ability to enforce those old documents. <br />County Engineer Faul Thames explained that the Town of Hillsborough has <br />emergency water sales agreements with both OWASA and Orange-Alamance and that these <br />agreements work both ways.
