PD-1-$9 MCLENNAN'S FARM (continuation of public hearing) <br />This item was presented for public comment at the May 22 Quarterly Joint <br />Public Hearing. The public hearing was continued to receive additional information <br />and public comment an the adequacy of the proposed system for wastewater disposal. <br />County Engineer Paul Thames reported that after meeting with the owner, <br />Mr. Todd, and visiting the site, he was satisfied that the size of the field and <br />the topography was such that there would not be.problems that would require a lot <br />of adjustment on how the field was going to be laid out. All of his other concerns <br />have been addressed in the 34 conditions as proposed by the Planning Staff. <br />THE PUBLIC HEARING WAS OPEN FOR CITIZEN COMMENTS: <br />STEVE CLARK spoke against this development for all the reasons expressed at the <br />May 22 public hearing. He suggested that when notice of public hearing is posted <br />on the property that it be done s,o that it can be read from the road. <br />DAVID PIERCE spoke opposing the development. He expressed concern about the <br />alternative system noting that they frequently fail. <br />ALLEN MAKIEL spoke in opposition of the project. He expressed concern with the <br />alternative septic system noting they frequently fail because of neglect. <br />'~ John Link pointed out that there will. be two activities. going on that will <br />j address some of the concerns raised about the maintenance and monitoring of these <br />alternative systems. One will be the continuation of discussion by the Orange <br />Chatham work group as they address alternative systems in the University Watershed. <br />At the same time, the County's Health Department Administration will be examining <br />what their role should be in the future in the maintenance and monitoring of these <br />systems. <br />Discussion ensued on the responsibility of maintaining and monitoring <br />alternative systems. Commissioner Hartwell stated that he is supportive of <br />developing such alternative systems but questions if this experimentation should <br />begin in the watershed. He believes the systems should be licensed and should <br />start gaining some experience by using the best type of maintenance and management <br />structures that can be formulated. <br />Craig Morgan, Engineer for the project, stated it has been his experience over <br />the last fourteen years that the alternative systems do not fail over night but <br />that failures occur aver a long period of time, It is not a problem that is <br />confined to the uninformed. The problem is education first, responsibility second <br />and enforcement third. <br />A letter from Ron Holdway, Orange County Health Department, was entered into <br />the record as new evidence and afield report from Mr. Steinbeck will be <br />forthcoming. <br />Motion was made by Commissioner Hartwell, seconded by Commissioner Marshall to <br />hold the public hearing open to receive the field report or any other documents and <br />to refer this-item to the Planning Board for a recommendation to be returned to the <br />
