CHAPEL HIIr~ ORANGE COUNTY <br />AND OWASA ,~ . <br />Motion was made by Chairman Carey, seconded by Commissioner Marshall to - - <br />~, approve the Memorandum of Understanding and to authorize the Chair to sign the <br />agreement jointly with_ Chapel Hill, Carrboro and OWASA. <br />VOTE: UNANIMOUS. <br />4 LUP-1-89 LAND USE ELEMENT <br />Planning Director Marvin Collins presented the proposed.amendment to <br />Section 4.0 of the Land Use Element of the Comprehensive Plan. This section <br />presents an overview of various strategies for implementing the comprehensive plan. <br />Specifically, the proposed amendments revise Section 4.0 of the Land Use Element <br />to. <br />1. Reflect the zoning of Cheeks Township; <br />2. Reflect the adoption of zoning plans for Chapel Hill and Carrboro <br />Transition Areas; and <br />3. Reflect the application of the Rural Buffer zoning district and <br />associated development standards to the Rural buffer area designated <br />on the ,joint Planning Land Use Plan. <br />Changes are also proposed to the Land Use Element categories-Zoning <br />District Matrix for the same reasons as cited above. <br />Motion was made by Commissioner Halkiotis, seconded by Commissioner <br />Hartwell to approve the proposed amendments as~stated above and to affirm as part <br />of this action that the Land Use Plan drives the matrix. (The matrix changes are <br />being made to conform it to substantive changes made to the Land Use Plan and the <br />Zoning Ordinance since September 1981.) <br />VOTE: UNANIMOUS. <br />Motion was made by Commissioner Marshall, seconded by Commissioner <br />Halkiotis to instruct the staff in the case of any future Land Use Flan or Zoning <br />Ordinance amendments affecting the matrix to administratively conform the matrix to <br />the amendments when they are made. <br />VOTE: UNANIMOUS. <br />ADDED ITEM <br />CARRBORO TOWN COMMONS FARMER'S MARKET <br />John Link referred to the present operation of the Farmer's Market noting <br />that Extension Director Fletcher Barber and Horticulturist Keith Baldwin confirmed <br />that the Farmer's Market organization, as presently structured, is efficiently and <br />effectively managed. Town Manager Bob Morgan states that it is Carrboro's <br />responsibility to assure that procedure is followed. Commissioner Willhoit is <br />satisfied that these questions have been satisfactory answered. <br />In answer to a question from Gommissioner Halkiotis about the protocols <br />which are in place, John Link indicated that there are written procedures on haw <br />each farmer is allocated a spot, etc. <br />Commissioner Marshall expressed a concern for the new farmers in Orange <br />County being provided a space to sell their produce since all farmers within a SO <br />mile radius are allowed to sell at this market. <br />Commissioner Hartwell pointed out that the proposed Town Commons provides <br />fewer spaces under shelter than is currently available. <br />Commissioner Marshall expressed a concern about spending money for <br />citizens who reside outside the County. There should be some way to make it clear <br />that Orange County farmers have access to the market. <br />Chairman Carey stated he does have a concern about economic development <br />
