He stated that he believed this position is at least as important as <br />changing the way we deal with staff training, Both positions are important, but if he ' <br />would do both of those positions for a half year rather than do one for none of the year, . <br />because the position in Public Works is impartant and a lot is expected of Wilbert. If <br />the position is not approved, the new Solid Waste Manager is going to spend half of his <br />time doing the things that Wilbert needs help doing. <br />Commissioner Halkiatis stated that he is a firm believer in the Protestant Work <br />Ethic. If we are paying people merit pay to do a job and are acknowledging superior <br />behavior, then I get distressed when I hear that we have to chase after people to make <br />sure they are cutting grass, maintaining grounds. If they are not doing what they are <br />hired to do, they should not get merit pay, and we shouldn't hire more people to <br />supervise them. If that is happening, something is wrong, <br />Commissioner Marshall suggested that having the proper training would solve much of <br />this problem. <br />Ms. Turner indicated that this role will be one of coordination. <br />Mr. Link stated that Wilbert has withheld merit pay until performance improved in <br />certain cases, He also mentioned that in a County with an unemployment rate of 2.5~ the <br />challenge is great for someone supervising these positions. These jobs which are the <br />lowest paying in our organization and have the highest turnover, He pointed out that <br />for the most part the custodial and cleaning staff do a very good job, If you are going <br />to improve this area it is going to take more supervision, <br />MS. SUNNY ACKER, EXECUTIVE DIRECTOR of the WOMEN'S HEALTH RESOURCES mentioned that '•'"' <br />the County has been their major supporter for many years. An Advisory Board for the <br />Center has been established during the last year. An effort has been made during this <br />last year to improve their fiscal systems so that they would be in a position to handle <br />the growth they anticipate for the coming year. The Board is committed to finding new <br />sources of funding, They are asking all of their traditional funding agencies for more <br />money but they are asking each for a smaller percentage of the total budget than they <br />have asked for in the past, They have a very strong commitment to increasing their <br />sources of funding and actively search for these new funding sources. They requested <br />that the Commissioners consider allocating a larger amount to the Warren's Health <br />Resources than had originally been decided upon, The reason for this request is because <br />of their Respite Care Program. This program is a service to primary care givers who <br />care for an elderly adult in the hams. These elderly citizens are home bound and need <br />consistent care throughout the day. These caregivers often devote 24 hours a day to <br />meeting the needs of their elderly loved ones and they need some relief. This is what <br />this program attempts to do. We train volunteers from our community, who have an <br />interest in working with the elderly, to provide respite for the primary care giver. <br />This means specifically that the volunteer gives 4 hours of their time sa that the <br />primary care giver is given a break. <br />Commissioner Carey asked if the Department of Social Services did not have a <br />similar program, <br />Ms. Acker stated that their are scattered Respite Care programs in the community. <br />Department on Aging has a Choregivers program, That program pays workers to go into the <br />home. Based on research done by Ms. Acker's group and other groups, there are about 500 <br />
