_ ^~ ~ <br />..~:a-i .....~ <br />parents who contact Child Care Networks who are associated with the University and <br />Hospital. <br />Commissioner Willhoit stated that the Board of Commissioners intent was to decrease <br />funding as the program became established. <br />Finance Director Ken Chavious also indicated that he understood that the funding <br />was to be decreased each year until Child Care Network was self-supporting. <br />Commissioner Willhoit asked for a breakdown of where the citizens who use the <br />service live and what income range are they in. <br />Ms. Parks indicated that they do not request income information. They do ask if <br />the citizen needs financial assistance to help them with child care. They do not keep <br />records on how many people request that assistance. Commissioner were referred to the <br />proposal where the demographics was listed. <br />Commissioner Marshall requested that in the future the non-departmental. agency <br />budget requests be worked into the pre-December meetings so that the Commissioners would <br />not be reviewing budgets on the same evening they hoped to adopt the budget. This would <br />give the staff time to work on these budgets after the Gommissioners and Agencies talk. <br />Commissioner Halkiotis asked if there was data which showed what percentage of <br />children served had some relationship with the University. He indicated that he feels <br />the University should be more involved. <br />Ms. Parks did not give an exact figure, however, she assured the Commissioners that <br />more of their clients were employed by the University than any other employer. <br />Commissioner Marshall indicated that she felt very good about the way the family <br />day care home has been brought into the system. <br />Mr. Link indicated that the following information has been compiled for the <br />Commissioners and is in their packets: <br />Position Glassification pay plan <br />Drafts of budget adoption motions and ordinances <br />Breakdown of new positions <br />1)mandated 2)goal related 3)work Ioad related 4)other <br />He indicated that 3 positions in Social Services (nurse + 2 case workers) are <br />mandated positions. The Sheriff's request for a Deputy I Dare position, the EMS request <br />for a Deputy Director, the Public Works request for a Solid Waste Manager and Solid <br />Waste Collector, the Administrations request for a Management Analyst, and Personnel's <br />request for a Personnel Analyst II, are goal related position. The Finance Departments <br />request for an Accountant, Personnel's Administrative request for a Secretary's, the. <br />Health Department's request for an Animal Control Officer, the Health Departments <br />request for a Public Health Nurse I are work load related positions. <br />Ms. Turner stated that the Personnel Analyst will be a person with a background in <br />Adult Education or experience in setting up adult curriculum. Orange County personnel <br />have training needs which include skills training, supervisory training, and safety <br />training, general employee development training. <br /> <br />Commissioner Halkiotis stated that he was not at all sure that we could fund all of <br />these positions.
