<br />._ 1 <br />JOHN HUNTER made a brief statement as a member o.f the Citizens Airport Task <br />Force. He stated the task farce was well represented by all groups of citizens in <br />the County. They looked at the Horace Williams situation and how it related to an <br />Orange County airport. The situation now results from inadequate zoning. The <br />concern far vehicle traffic is minimal. They could not find any information that <br />proved that it is less safe to live near an airport. <br />JEFFREY PELOOUIN spoke as a representative of the -odsons Crossroads area and <br />asked if the roads would be upgraded to handle the traffic generated by the airport. <br />It was decided that this needs to be part of the criteria in determining a <br />feasible site for the proposed airport. <br />PATRICK MULKEY asked if the Commissioners would condemn land for the airport. <br />Chairman Carey stated that it is not a practice of the Board to condemn land. <br />ROBERT HARTFORD asked why the Commissioners pursued such an elaborate plan based <br />only on aviators' input and not other citizen's input. Chairman Carey explained <br />that the Task Force did hold a public hearing and that a survey was done by the <br />consultants. <br />SUSAN HAUSER asked about the driving time from site #17 and was told it was <br />twenty-eight minutes. She asked if an assessment had been done on the decrease of <br />property value around the airport site and was told it had not been done at this <br />level in the process. <br />MADELINE G LEVINE asked why the Commissioners' Report to the People did not <br />list under major goals the ward airport. She stated that that is not communicating <br />fully with the citizens of the County. She criticized the questionnaire that did <br />not include ordinary citizens but only those peaple interested in an airport. <br />IM CHAEL K. JOLLY stated he felt he had been inadequately informed about the <br />airport. He stated that the citizens. of Orange County will stand in solidarity' <br />against an airport. <br />BOB BURTMAN stated that the need of a new airport was based, according to the <br />handout, on 93 returned surveys. He asked how 93 surveys can be an indication for a <br />new airport. He was led to believe that Horace Williams was unsafe and one of the <br />reasons for a new airport. He asked what other factor led to the indication that a <br />new airport was needed. He asked how many of the surveyed people were residents of <br />Orange County. Chairman Carey stated that safety was a problem associated with the <br />current airport in Chapel Hill. There are schools and homes in the flight path of <br />this airport. <br />IMPACT TAX <br />Chairman Carey stated that he talked with the mayors of Chapel Hill and Carrboro <br />about this proposed legislation and he recommends that this proposal be tabled and <br />referred back to the Intergovernmental Task Force for further consideration. A <br />clearer consensus needs to be developed before the next meeting of the Legislature. <br />The probability of any proposed legislation receiving approval this year is very <br />unlikely. <br />Motion was made by Commissioner Marshall, seconded by Chairman Carey to table <br />the proposed legislation on the Impact Tax and refer it back to the <br />Intergovernmental group for further study. <br />VOTE: UNANIMOUS. <br />With no further items for consideration, Chairman Carey adjourned the Special <br />Meeting. <br />Beverly A.
