<br />file in the Clerk's Office). <br />Wilbert McAdoo, Director of Public Works and a member of the Solid Waste Task <br />Force reviewed the recommendations listed in the H.D.R. Engineering report. He listed <br />' those steps as identified in the work plan for the next two years. In conclusion Mr. <br />McAdoo summarized the costs for implementing the workplan. <br />Motion was made by Commissioner Willhoit, seconded by Commissioner Marshall to <br />adopt the resolution as stated below: <br />WHEREAS, the management of solid waste has become a major problem in our region; and <br />WHEREAS, in recognition of the problem, the local governments of Durham and Orange <br />counties have farmed a Regional Solid Waste Task Force to study the issues and make <br />recommendations for solutions; and <br />WHEREAS, that Task Force has recommended to the member governments of the two <br />counties certain actions and steps, which include the recommendation that the two <br />counties continue to work together to solve these solid waste problems: <br />NOW THEREFORE, BE IT RESOLVER BY THE Orange County Board of Commissioners the <br />1, that Orange County supports these joint efforts; and <br />2. that the Orange County Manager is hereby requested to report to the board on <br />the recommendations of the Task Force, and to present recommendations for <br />further specific actions, which would include information on costs and <br />funding. <br />VOTE: UNANIMOUS. <br />S. ORANGE REGIONAL LANDFILL TIPPING FEES (A copy of the proposed schedule is in the <br />permanent agenda file in the Clerk's Office). <br />The new schedule of tipping fees to begin July 1, 1989 and developed by the <br />c administrator of the Orange Regional Landfill were reviewed. Bruce Heflin, Public Works <br />'.~ Director for the Town of Chapel Hill, explained the budget process followed and <br />summarized the operation budget for the landfill for FY 1989-90. The solid waste <br />disposal fund and the recycling program were discussed. <br />F. ITEMS FOR DECISION--CONSENT AGENDA <br />(Any item may be removed for separate consideration) <br />Motion was made by Commissioner Willhoit, seconded by Commissioner Marshall to <br />approve the items listed on the Consent Agenda as stated below: <br />1. CONTRACT WITH NORTH STATE LEGAL SERVICES FOR LEGAL COMMUNITY EDUCATION SERVICE <br />(A copy of the contract is in the permanent agenda file in the Clerk's Office). <br />To approve and authorize the Chair to sign the contract with North State Legal <br />Services to provide 44 hours of legal community education service through a series of 24 <br />programs offered at Nutrition Sites, Senior Centers and the Agricultural Extension <br />facility at a rate of $25.00 per hour. <br />2. APPROVAL OF FINAL RSVP APPLICATION AND AGREEMENT (A copy of the application is in <br />the permanent agenda file in the Glerk's Office). - <br />To approve and authorize the Chair to sign the RSVP final application and to <br />enter into an agreement with ACTION for the period July 1, 1989 through June 30, 1990 in <br />the amount of $26,010 in federal funds. The total proposed grant is $67,191 with $28,104 <br />from Orange County, $12,277 from Chapel Hill and $800 from Carrboro. <br />3. GDBG FAIR HOUSING PLAN (A copy of the plan is in the permanent agenda file in the <br />Clerk's Office). <br />
