<br />.. ~ .; <br />adopt the pzoclamation as stated below designating the month of March, 1989 as Mental <br />Retardation Month and authorize. the Ghair to sign the proclamation on behalf of the <br />Board. <br />COUNTY OF ORANGE <br />PROCLAMATION <br />WHEREAS, mental retardation is a condition which today affects more than six million <br />American children and adults and their families; and <br />WHEREAS, the most effective weapons for alleviation of the serious problems <br />associated with mental retardation are public knowledge and understanding; and <br />WHEREAS, the potential for citizens with mental. retardation to function more <br />independently and productively must be fostered; and <br />WHEREAS, during the month of March, 1989, members of national, state and local <br />chapters of the Association for Retarded Citizens are making a special effort to forge <br />vital employment, educational and fundraising campaigns to promote awareness of, and <br />provide fox the needs of persons with mental retardation and other developmental <br />disabilities; <br />I, Moses Carey, Chairman of the Orange County Commissioners, do hereby proclaim the <br />month of March, 1989, as MENTAL RETARDATION MONTH in the County of Orange, and urge all <br />citizens to learn more about mental retardation and assist in improving the quality of <br />life of citizens with mental retardation. <br />VOTE: UNANIMOUS. <br />E. REPORTS <br />_ y REPORT ON MODEL ELEMENTARY SCHOOL FOR ORANGE COUNTY (A descriptive narrative of <br />the model school is in the permanent agenda file in the Clerk's Office). <br />Superintendent of Orange County Schools Dr. Dan Lunsford gave the report. He <br />used a map to show the most recent site plan for the new elementary school that will be <br />located on New Hope Church Road. The map showed the location of the school, the driveway <br />to the parking area and the remainder of the property that will be a buffer area and a <br />playground area. It is anticipated that the grading contract will be let in the <br />next 60 - 75 days. <br />Lunsford explained that under the auspices of the T,7COG, a conference entitled <br />"World Class Region Conference" was held last year. From that conference came the idea <br />that it would be an excellent effort in this region to have a model school for all the <br />region. A committee was established to come up with an idea to develop a model school to <br />serve as a reputable school both in terms of haw it would be utilizing technology, how <br />the school would be organized in terms of flexibility of some of the State's rules and <br />regulations and how it would be organize internally in terms of involvement of all staff. <br />The Orange Gounty School System was approached last fall to ascertain their interest in <br />pursuing a model school concept. The Orange County Board has indicated their interest <br />and authorized their staff to proceed to develop the concept further. At this time, they <br />are continuing to develop the school plan. There would be no increase in cost by virtue <br />of it being a model school and some of the costs may be less. It is desired that the <br />school be equipped to handle the technology of the future - not of today. The facility <br />would be built to allow for future technology. He explained that they have been in <br />discussion with major corporate citizens of the triangle area to elicit their support and <br />technology and have been favorably received. It is hoped that within the next 30-45 <br />days, they will have firm commitments from these suppliers. A committee of elementary <br />teachers has been appointed to begin studying all the various possibilities of technology <br />
