<br />~~ ,3 <br />meeting held on March 13. The plan is the result of a citizens executive committee <br />who ultimately came in with recommendations under twelve challenges. The challenges have <br />been carried through in the completed strategy. Under each challenge several strategies <br />were recommended by the citizens committee. The Economic Development Commission has <br />taken the recommendations and added to them cost, timetables, implementation strategies, <br />etc.. which are included in the Plan. <br />THE PUBLIC HEARTNG WAS OPEN FOR PUBLIC COMMENTS <br />KATHY CARROLL read a resolution that was passed by the Hillsborough Chamber of <br />Commerce endorsing in principal to support the recommendations as outlined by the Orange <br />Gounty EDC in a document entitled "Orange County Tomorrow" dated March 8, 1989. <br />CHRIS NUTTER spoke on behalf of the Board of Social Services endorsing the Plan. She <br />expressed appreciation at its organization and its clarity. They also applaud the <br />process through which the plan evolved. There is not a human service in the County that <br />cannot interface with the Plan. The Department of Social Services is particularly <br />pleased with the sections on training and employment because those two are important <br />components of welfare reform. <br />JOHN MCKEE, Chair of the EDC, expressed appreciation of the manhours put into the <br />project. For the plan to be successful, it will take a lot of cooperation between a lot <br />of groups of people because it does interface with so many. different tasks of our quality <br />of life here. He encouraged the Board to approve the Plan. <br />GENE SWECKER spoke on behalf of the Chapel Hill Carrboro Chamber of Commerce. They <br />passed a resolution in support of the Plan. He offered the assistance of the Chamber in <br />any appropriate way in the implementation of the Plan. <br />SHIRLEY REYNOLDS spoke as a member of the Executive Committee who put together the <br />Economic Development Strategic Plan. She feels the document transfers to the community <br />and to its citizenry the context from which it came. She asked that the Board adopt the <br />-. plan. <br />DAVID.MANER spoke as a member of the Executive Committee. The document does <br /><;:,:.;,;,." represent a great deal of diversity and views of the people who did the document. It <br />`-~-` also represents the whole County and does so in a way that separates the County into <br />regions. The document does recognize that there are differences in the <br />County and is aimed at those differences.. If the document is approved, it will be a <br />living document-one that can be used throughout the County to speak to those things which <br />are important. <br />County Manager John Link expressed support for the Plan. He suggested that the EDC <br />be encouraged to call the Executive Committee together from time to time as a monitoring <br />group to evaluate how the Plan is progressing and encouraged their involvement during the <br />implementation. <br />WITH NO FURTHER COMMENTS, THE PUBLIC HEARING WA5 CLOSED. <br />D.
