� <br /> Falls Lake Nutrient Management Strategy Draft Rules <br /> June 1, 2010 <br /> Falls Lake Rules Timeline <br /> ➢2005 — General Assembly adopted SL 2005-190 <br /> Nutrient strategy for surface water reservoirs <br /> ➢2009 - SB1020 required water quality improvements in Falls Lake <br /> ➢Stakeholder process held, ended January 2010 <br /> ➢DWQ submitted draft rules to EMC March 2010 <br /> ➢Fiscal note completed June 2010?? <br /> ➢Public comment period mid-June to mid-August 2010?? <br /> ➢Temporary rules February 2011 <br /> ➢Final rules adopted by EMC in 2012 <br /> Draft Nutrient Management Strategy <br /> Goal: Meet chlorophyll-a standard lake-wide. <br /> Projected to be accomplished through reductions of nutrients entering lake: <br /> ➢40% Nitrogen reduction <br /> ➢77% Phosphorus reduction <br /> Measured against baseline year of 2006. <br /> DWQ proposes a "Staged Approach" starting in 2011: <br /> Stage 1: 10 years to reduce nutrient contributions to lake watershed-wide. <br /> Obiective- meet water quality standards in lower lake by 2021. <br /> Stage 2: Additional 15 years to further reduce nutrient contributions in upper watershed. <br /> Obiective- meet water quality standards in entire lake by 2041 as a result <br /> of the full implementation of load reduction measures by 2036. <br /> Proposed nutrient reductions from: <br /> ➢ New Development <br /> ➢ Existing Development <br /> ➢ Wastewater Discharge <br /> ➢ State and Federal Entities <br /> ➢ Agricultural Lands <br /> ➢ Fertilizer Management <br /> Nutrient Trading program also established. <br /> New Development (Stormwater) <br /> Targets: 2.2 Ibs/ac/yr Nitrogen <br />
