Attachment 3 7 <br />C L A R I O N <br />Clarion Associates <br />101 Market Street, Suite D <br />Chapel Hill, NC 27516 <br />919.967.9188 phone <br />919.967.9077 fax <br />Memorandum <br />To: Tom Altied <br />From: Leigh Anne King <br />Date: July 2, 2010 <br />Re: LIDO Implementation Bridge Topics Discussed at June Public Workshops <br />This memorandum provides a summary of topics discussed at the June 14 and 16 Public Workshops for the <br />Orange County UDO. <br />June 14 Discussion Topic <br />■ Concerns about changes to signage ordinance; would like regulations to support business <br />development and business marketing efforts <br />June 16 Discussion Topics <br />Discussion Tonics <br />■ UDO process may include change of zoning district names to better reflect intent of districts <br />■ Idea to put final code on CD so that it can be searchable by key words <br />■ Staff will put together administrative manual to accompany LIDO <br />• Focusing on protection of rural character is a preferred way to discuss the differences between rural <br />and urban development <br />■ Zoning districts could be consolidated based on uses allowed in current districts; some districts are <br />redundant in the uses they permit <br />■ Procedures in UDO to be organized by "difficulty" of process and by ultimate approval body <br />■ Explained the reason for having so many procedures and that not all procedures were required for <br />every development <br />• County interested in facilitating non- residential/commercial development through the UDO, may be <br />an opportunity for an expedited process to create incentive for commercial development <br />• Parking, landscaping, tree protection, outdoor lighting provisions in current ordinance are very <br />inconsistent, through LIDO process will be making more consistent <br />• Landscaping and tree protection ordinances are currently inadequate and do not provide enough <br />guidance for enforcement <br />• Proposing addition of Conditional Zoning and Conditional Districts: <br />o Conditional Districts would replace the current Planned Unit Development district <br />designation <br />o Conditional Zoning is a new tool what would allow for development of small area focused <br />districts (floating zones) <br />• County would like to include "light' uses within stream buffer areas with mitigation measures (e.g., <br />trails, walkways, and other low impact uses) <br />
