Appendix LY North Carolina Certified Site Program <br />Information Contact: <br />Brad Broadwell, <br />Purpose: <br />To provide the Board of County Commissioners with the Orange County Economic Development Commission's <br />recommended six-year implementation strategy and FY 2010 -2011 budget request. <br />Background: <br />Established by the Orange County Board of County Commissioners, the EDC is tasked with providing "advice and <br />guidance to the Orange County Board of County commissioners in implementing economic developmentpolicies <br />which create a balanced, dynamic local economy that promotes diversity, sustainable growth, and enhanced <br />revenues while embracing community values ". To carry out this mission given the pathways outlined in the <br />Investing in Innovation plan and the emphasis that the Board of Commissioners have placed on economic <br />development issues recently, the EDC embarked on a months -long mission to identify the critical path necessary for <br />Orange County to increase its commercial tax base and to estimate the multi -year investment in economic <br />development activities commensurate with this and the County's economic development objectives. <br />The EDC recommends comprehensive, systematic, and strategic upgrading of the county's economic development <br />capacity. We believe implementing the complete set of recommendations being submitted to the Board is necessary <br />to advance the commissioners' interests in improving Orange County's economic development prospects and its <br />commercial tax base.
