MLL,�-� 5 124 <br />ORANGE COUNTY PLANNING DEPARTMENT <br />SUMMARY OF EXISTING ECONOMIC DEVELOPMENT <br />RELATED ACTIVITIES CURRENTLY BEING PURSUED <br />INTRODUCTION <br />Orange County's existing land use plan designates over 3200 acres for economic <br />development in three (3) economic development zones, <br />a. Efland Buckhorn Mebane Corridor — 1800 acres <br />b. Hillsborough — I /40 Area — 700 acres <br />c. Eno Township I- 85/US70 near Durham - 700 acres <br />These lands are primarily undeveloped with access and visibility to the interstates. <br />Below are a few summaries of the planning initiatives in the area. <br />1. Small Area Planning studies have been approved for all three zones. Some <br />additional land use analysis is anticipated. <br />2. An interlocal utility service agreement with the City of Mebane is in place for a <br />large portion of the Efland Buckhorn Mebane Economic Development zone. <br />Expansion is being pursued to include the addition of a 443 -acre parcel <br />adjacent to the City of Mebane infrastructure and I- 85/I -40. <br />3. A master utility infrastructure concept plan (i.e. 'backbone' plan) was <br />approved in January of this year for the Efland Buckhorn Mebane Economic <br />Development zone with Phase II approved for engineering design. <br />4. Efland and North Buckhorn have completed engineering designs with over $4 <br />million in grants and loans in process. This work will be underway within the <br />year and have potential to support adjacent economic development. <br />5. Orange County and the City of Durham will be working on a Memorandum of <br />Agreement on a utility service district program for the Eno Economic <br />Development zone. <br />6. Orange County's share of Jordan Lake Allocations (1 to 2 mgd) could be used <br />to support these economic development zones through pass- through or <br />service utility agreements. <br />7. Orange County is in the midst of a Unified Development Ordinance (UDO) to <br />assist in the understanding of development processes and regulations. Phase <br />I UDO is primarily creating a better development code organizational <br />framework but upcoming phases are focused on examination of land uses <br />and associated processes to streamline and promote targeted development. <br />
