FARMERS HOME LOAN DISCOUNT PURCHASE PROGRAM __ <br />Manager John Link and Finance Director E11en.Liston explained this program and the ""~. <br />savings to the County. <br />Commissioner Shirley E. Marshall introduced the following order authorizing bonds <br />which was read: <br />ORDER AUTHORIZING $200,000 <br />REFUNDING BONDS <br />BE IT ORDERED by the Board of Commissioners for the County of Orange: <br />1. That, pursuant to The Local Government Bond Act, as amended, the County of <br />Orange, North Carolina, is hereby authorized to contract a debt, in addition to any and all <br />other debt which said County may now or hereafter have power or authority to contract, and <br />in evidence thereof to issue Refunding Bonds in an aggregate principal amount not exceeding <br />$200,000 for the purpose of providing funds, with other available funds, for paying the <br />cost of refunding, including related issuance expenses, the following bonds of said County <br />currently outstanding: <br />$200,000 Sanitary Sewer Bonds, dated March l4, 1988 <br />2. That taxes shall be levied in an amount sufficient to pay the principal of and <br />the interest on said Refunding Bonds. <br />3. That a sworn statement of the debt of said County has been filed with the Clerk <br />to the Board of Commissioners for said County and is open to public inspection. <br />G.. That this order shall take effect upon its adoption. <br />The Board of Commissioners thereupon designated the Finance Director as the officer <br />whose duty it shall be to make and file with the Clerk to the Board of <br />Commissioners the sworn statement of debt of the County which is required by The <br />Local Government Bond Act, as amended, to be filed after the band order has been <br />introduced and before the public hearing thereon. <br />Thereupon, the Finance Director filed with the Clerk to the Board of Commissioner:. ;, <br />in the presence of the Board of Commissioners, the sworn statement of debt as so required`,.:._.: <br />Thereupon, the order entitled: "ORDER AUTHORIZING $200,000 REFUNDING BONDS" was <br />passed on first reading. <br />On motion duly made, seconded and unanimously carried, the Board of Commissioner <br />fixed 7:30 p.m. March 8, 1989, in the Courtroom of the Old County Courthouse in <br />Hillsborough, North Carolina, as the hour, day and place for the public hearing upon the <br />foregoing order and directed the Clerk to the Board of Commissioners to publish said order, <br />together with the appended statement as required by The Local Government Bond Act, as <br />amended, once in the Durham Morning Herald and once in the Chapel Hill-Newspaper, <br />newspapers qualified and used for legal publications of the County, not later than the <br />sixth day before said date. <br />Motion was made by Chair Carey, seconded by Commissioner Marshall to pass the bond <br />order entitled "ORDER AUTHORIZING $200,000 REFUNDING BONDS" on first reading. <br />VOTE: UNANIMOUS. <br />Motion was made by Commissioner Marshall, seconded by Commissioner Halkiotis to set <br />a public hearing on the bond order for 7:30 p.m., March 8, 1989, in the Courtroom of the <br />Old County Courthouse, Hillsborough, North Carolina. <br />VOTE: UNANIMOUS. <br />2. ORANGE COUNTY POLICY AND PROCEDURE CONCERNING THE NAMING OF COUNTY OWNED BUILDINGS <br />AND FACILITIES (A copy of this policy as corrected is in the permanent agenda file <br />in the Clerk's Office and made apart of these minutes by reference) <br />Motion was made by Commissioner Hartwell, seconded by Commissioner Marshall to appro~ <br />the policy and procedure concerning the naming of county owned buildings and facilities r <br />corrected. <br />
