{ - .1~ <br />~ ~ '-~ <br />PROCLAMATION <br />WOMEN'S HISTORY MONTH <br />WHEREAS, the month of March, 1989, has been designated as "WOMEN'S HISTORY MONTH," by the <br />U.S. Congress; and <br />WHEREAS, this commemoration of the vast contributions of women of every race, class and <br />ethnic background is worthy of note to all citizen; and <br />WHEREAS, the many contributions have been historically undervalued and overlooked; and <br />WHEREAS, women continue to be integral to the leadership, well-being and quality of life of <br />Orange County; now <br />THEREFORE, do we the Commissioners of Orange County, proclaim the month of March, 1989, as <br />WOMEN'S HISTORY MONTH <br />and commend this observance to Orange County citizens. <br />VOTE: UNANIMOUS. <br />E. REPORTS <br />1. PROGRESS .REPORT _ EDC STRATEGIC PLAN IMPLEMENTATION STRATEGY (A copy of this report <br />is in the permanent agenda file in the Clerk's Office). <br />EDC Director Sylvia Price distributed a progress report and a brief summary of the <br />timetable for implementation of the EDC Strategic Plan. On March 8, she will present the <br />EDC Strategic Plan to the Board of Commissioners for approval. <br />2 REPORT FROM AIRPORT CONSULTANTS (A copy of the report is in the Commissioners' <br />Library). <br />Gary Varga from Wilbur Smith Associates reported on the progress of the feasibilit ,; <br />study for the proposed Orange County Airport. The study will be done in two phases. The.. <br />first will cover the inventory, the forecast and facility requirements of the site `'-- <br />selection. The second phase of the study will develop the airport plan, the financial plan <br />and the environmental assessment for this development. They are currently working on the <br />first phase of the study. They are on schedule with this study. He briefly listed those <br />items that would be covered in the inventory and spoke on the forecast levels of the <br />aircraft based in the county and the demand that may be expected in the future. <br />3. IMPACT TAX REPORT <br />Chair Carey reported that prior to a public hearing comments are being solicited <br />from each governmental entity. He noted that the bill can be introduced for enabling <br />legislation before the March 16 deadline and will not be acted upon until there is a joint <br />public hearing. The bill needs to be made available to the public at this time. <br />Gommissioner Marshall asked that the following revisions suggested by Attorney <br />Gledhill be made to the impact tax bill: (1) Section 4 (1) remove from the end of that <br />section "and commercial building enclosed floor space occupied" and replaced with "in an <br />occupied dwelling and for each square foot of occupied enclosed floor space in a commercial <br />building", and (2) Section 5, last sentence be removed. Geoff Gledhill indicated that both <br />of these corrections will be incorporated into the bill. <br />F. ITEMS FOR DECISION - CONSENT AGENDA <br />Motion was made by Commissioner Marshall, seconded by Commissioner Hartwell to approve <br />the items on the Consent Agenda as stated below: <br />1.
