PROPOSED AMENDMENT TO PERSONNEL ORDINANCE: TRAVEL EXPENSES <br />To amend the Personnel Ordinance to reflect recent changes in State-approved <br />travel reimbursements by the following changes: <br />Delete Sections 9.3.2.and 9.3.3 of Article III of the Orange County Personnel <br />Ordinance and to add the following in its place. "Lodging and meal expenses shall be <br />reimbursed as follows, unless an exception is granted by the Gounty Manager or his <br />designee. <br />In-state: $55 per day, to include all lodging expenses and all meals. <br />Out-of-state: $67 per day, to include all lodging and meal expenses. <br />The above rates include gratuities, not to exceed l5~ of the cost of the meal. <br />An employee involved in one day oz partial day travel shall be reimbursed for <br />meals under the following circumstances: Travel originates before 6:00 a.m. <br />and/or terminates after 8:00 p.m. <br />Employees shall not be reimbursed for meals within the boundaries of Orange <br />County unless such expenses are incurred for attendance at formal conferences or <br />seminars, or with the prior approval of the County Manager". <br />4. AGREEMENT BETWEEN ORANGE COUNTY AND NG MEMORIAL FOR SOCIAL WORKER I (Copy of the <br />agreement is in the permanent agenda file in the Clerk's Office). <br />To approve and authorize the Chair to sign an agreement between Orange County <br />and North Carolina Memorial Hospital for a Social Worker I to provide certification and <br />counseling services $ hours per week at the Obstetrics and Gynecology Clinic. <br />VOTE: UNANIMOUS. <br />G. ITEMS FOR DECISION-REGULAR AGENDA <br />1. HSAC RESPONSIBILITIES - KAREN METZGUER <br />Motion was made by Commissioner Hartwell, seconded by Commissioner Marshall to <br />approve the responsibilities of the Human Services Advisory Commission as listed below: <br />(1) Advisary review of non-departmental Human Services Agency budget requests. <br />After review, HSAC will make recommendations to the County Manager. <br />(2) Initiate exploratory discussions on ,joint human services planning with the <br />towns of Chapel Hill, Carrboro and the United Way. <br />(3) Continue to administer the Governor's Volunteer Recognition program. <br />(4) Consider a work plan that may include other functions. <br />VOTE: UNANIMOUS. <br />2. HUMAN SERVICES ADVISORY COMMISSION BYLAWS (A copy of the revised bylaws are in <br />the permanent agenda file in the Clerk's Office). <br />Motion was made by Commissioner Marshall, seconded by Commissioner Halkiotis to <br />amend the bylaws of the HSAC to reflect an additional member and change the dates of <br />appointments. <br />VOTE: UNANIMOUS. <br />3. CAPITAL IMPROVEMENTS PLAN - John Link (A copy of the CIP is in the <br />Commissioners' Library). <br />Motion was made by Commissioner Willhoit, seconded by Commissioner Marshall to <br />adopt the 1989-1994 Capital Improvements Plan as presented by the County Manager. <br />VOTE: UNANIMOUS. <br />..~, I <br />4.
