Motion was made by Commissioner Hartwell, seconded by Commissioner Marshall to <br />approve the minutes for December 5, 1988 as corrected. <br />VOTE: UNANIMOUS. <br />Motion was made by Commissioner Marshall, seconded by Commissioner Hartwell to <br />approve the minutes for January 9, 1989 as circulated. <br />VOTE: UNANIMOUS. <br />The minutes for the 1988 Budget Work Sessions and January 3 regular meeting will be <br />corrected and presented at the next meeting for approval. <br />PUBLIC CHARGE <br />Chair Moses Carey, Jr, read the public charge. <br />PRESENTATION OF AWARDS = ARTS COMMISSION <br />1. Joan Cohen, Chairperson of the Arts Commission, reported that the Arts <br />Commission granted ten allotments to several projects and asked that Chair Carey <br />distribute the checks. The ten recipients are listed in the agenda abstract located in <br />the permanent agenda file in the Glerk's Office. <br />PUBLIC HEARTNG (continued) <br />1. WATERfSEWER POLICY <br />Chair Carey stated that letters have been received from the Towns of Carrbaro <br />and Hillsborough asking that the Gounty abandon the proposed water and sewer policy and <br />start over. A letter from Chapel Hill was received which included a list o£ <br />recommendations. Chair Carey stressed that the Board has been consistent in their <br />communication with the public and do want to receive their comments on this policy. <br />However, there is nothing in the policy which indicates, nor does the County have any <br />current plans, to get any further into the water and sewer business. It is not the <br />intent of the policy to allow the County to approve development in areas which the <br />County has no responsibility. He clarified that the County does not plan to abandon the <br />water and sewer policy. The policy will not be perfect but will develop an environment <br />so that the County can exercise its responsibility to protect the health, welfare and <br />safety of the citizens in Orange County. <br />John Link asked that at the conclusion of the public hearing, the proposed water <br />and sewer policy be referred back to the County Administration so that all comments can <br />be reviewed, and that revisions made to the policy will be addressed, as well as those <br />comments and concerns expressed by the Board and the comments from each Gaverrimental <br />entity. The final ,document including the Planning Board recommendation will be <br />presented to the Board for adoption on March 8, 1989. <br />Commissioner Hartwell pointed out several problems with the policy and offered <br />to work with the Administration to refine the policy. <br />Commissioner Marshall made reference to C3 and the extension of water and sewer <br />service in areas outside the Rural Buffer portion of the Joint Planning Area and noted <br />that there is a conflict in what will be provided by the water and sewer facilities. <br />THE PUBLIC HEARING WAS OPEN FOR PUBLIC COMMENTS <br />Guido De Maer, member of the EDC, made several suggestions for improving the <br />policy. He suggested adding a glossary since some of the terms in the policy need to be <br />defined. Two matters that need to be addressed are economic development and fire <br />
