<br />would become a nonconforming use and he would be allowed to exist and operate as long <br />as he does not cease operation for a period of more than six months. He could not <br />expand beyond the confines of the operation they have now. <br />Chair Carey encouraged the staff to move along as fast as possible to consider <br />an amendment to the permitted uses in EC-5 to include Mr. Kennedy's type of business so <br />he will be allowed to expand if he so wishes. <br />Commissioner Willhoit suggested that the staff review this situation and bring <br />back a recommendation at the next meeting. <br />Motion was made by Commissioner Hartwell, seconded by Commissioner Halkiotis to <br />approve the Administration's recommendation for all parcels with the exception of the <br />rezoning of Mr. Kennedy's property. <br />VOTE: UNANIMOUS. <br />Motion was made by Commissioner Willhoit, seconded by Commissioner Halkiotis to <br />request that the Planning Staff present a recommendation on the possible modification <br />of the permitted use table at the January 3, 1989 meeting. <br />VOTE: UNANIMOUS. <br />3. WORK PLAN -DUKE UNIVERSITY PROPERTIES REPORT <br />Motion was made by Commissioner Marshall, seconded by Commissioner <br />Halkiotis to approve the schedule listed below for consideration of the Duke Forest <br />report and the PID zoning proposals: <br />January 3 Max Wallace presents Duke Forest report to Board of <br />Commissioners <br />February 6 Board of Commissioners considers January 10 Planning Board <br />recommendation and sets public hearing date for February 27 <br />Quarterly Public Hearing. <br />February 27 Public Hearing held <br />April 3 Board of Commissioners considers March 20 Planning <br />Board recommendation. <br />Commissioner Hartwell stated he talked with a young man with the Save Duke <br />Forest group and that a request from the University may be for a modification of the <br />Public Interest District or the introduction of a new zoning classification similar to <br />the present PID. The new zoning classification would allow for carrying out the sort of <br />research that the University has in mind on some parcels which involves sometimes the <br />construction of a meteorological tower and sometimes a position of a trailer as a <br />temporary research headquarters or may involve construction of a greenhouse. Temporary <br />buildings are not permitted in the PID classification. He asked if the proposed work <br />plan would allow for the development and/or modification of the zoning district. <br />Marvin Collins stated that the zoning proposals presented at the public hearing <br />will address the concerns expressed by Commissioner Hartwell. There is a question of <br />whether or not the PID needs to be amended to be reflective of the Duke Forest report. <br />The schedule will 'allow time for addressing these types of concerns. <br />VOTE: UNANIMOUS. <br />4. RURAL CHARACTER STUDY MEETING WITH LANE KENDIG, CONSULTANT - <br />After a brief discussion on the objectives and the areas to be included in the <br />rural character study, it was the consensus of the Board to meet with Lane Kendig on <br />January 2/~, 6:00 p.m. at Huey's Restaurant, Hillsborough, North Carolina for the <br />purpose of reviewing the goals of the Rural Character Study and to discuss the <br />strategies necessary to achieve those goals. <br /> <br />
