i <br />MINUTES <br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />DECEMBER 20, 19$8 <br />The Orange County Board of Commissioners met in regular session on Tuesday, <br />December 20, 1988 at 7:30 p.m. in the Courtroom at the post Office in Chapel Hill, <br />North Carolina. <br />BOARD MEMBERS PRE- Chair Moses Carey, Jr., Vice-Chair Stephen Halkiotis and <br />Commissioners John Hartwell, Shirley Marshall and Don Willhoit. <br />ATTORNEY PREP Geoffrey Gledhill. <br />STAFF PRESENT: County Manager John M. Link, Jr., <br />Kittrell, Deputy Clerk to the Board Kathy Baker, PlannersGeneaBell~uClerkatogtheABoard <br />Beverly Blythe, Planner Marvin Collins, Finance Director Ellen Liston, Management <br />Intern Seth McIver, Child Support Director Janet Sparks and Personnel Director Addie <br />Turner. <br />A. BOARD AND MANAGER COMMENxS <br />Commissioner Halkiotis distributed a holiday greeting card printed on recycled <br />paper and asked the Board Members to read the card and return to him so he could reuse <br />thew next year. He encouraged recycling and keeping it out of the landfill. <br />It was decided that the annual meeting with the Planning Board would be held at <br />6: 00 p.m, at Moorefields on January 19, 19$9. <br />$. REPORT FROM ORANGE COUNTY PERSONNEL DEPARTMENT (A copy of the report is on file <br />in the permanent agenda file in the Clerk's Office) <br />Personnel Lirector Addie Turner presented the report. The first item dealt with <br />changing the name of the Personnel Department to Human Resources Department. She <br />stated that as a team the Personnel Department felt that personnel dealt with people <br />management in Orange County and the Personnel Department would like to use this as <br />their focal point. She stated that the name "Human Resources Department" has become <br />the more traditional title for this department. The change would require educating the <br />public. <br />The Board members felt this change would be confusing for the citizenry who <br />would be calling the Personnel Department and the other county offices. <br />Addie Turner will survey the surrounding area to determine how widespread the <br />use of this new title is and also look at other alternative names which would include <br />the expanded role of the Personnel Department. <br />Turner outlined the timetable strategy for recruiting a. new Emergency Management <br />
