DRAFT 2 <br />reimburse the Health Department for nurses who provide the service and supplies for this <br />program. This budget amendment provides for the receipt of these funds for the above <br />stated purpose. (See Attachment 3, Senior Citizen Health Promotion Program Grant Project <br />Ordinance) <br />Emergency Management <br />4. At their March 2, 2006 meeting, the Board of County Commissioners accepted a regional <br />grant award of $1,014,870 from the United States Department of Justice COPS Office, and <br />committed matching funds totaling $338,290 for the purchase of interoperable <br />communications console equipment for the 9 -1 -1 Center and for portable 800 MHz radios. <br />Orange County is partnering with the City of Durham on this grant, and the City of Durham <br />will administer the grant on behalf of both Orange and Durham. <br />Along with this grant award, the Board of County Commissioners approved a 2005 <br />Community Oriented Policing Services (COPS) Technology Grant on May 17, 2005 in the <br />amount of $147,996, as well as a 2005 Homeland Security Grant on October 3, 2005 in the <br />amount of $63,000. All three of these grant awards, including Orange County's match, total <br />$1,564,156. Orange County's match of $338,290 will come from the 9 -1 -1 Emergency <br />Telephone System's Wireline funds. <br />These grant funds will be used to purchase new 9 -1 -1 consoles, 800 MHz portable radios, <br />related telephone switches, and provide digital recorder upgrades that will be compatible <br />with the 800 MHz partnership system being implemented by the State of North Carolina. <br />This budget amendment provides for the receipt of these funds for the above stated <br />purpose. (See Attachment 4, 800 MHz Communications Transition Grant Project Ordinance, <br />and Attachment 5, EMS Grants Inventory) <br />Planning Department <br />5. At its April 10, 2006 meeting, the Board of County Commissioners approved a Supplemental <br />Scope of Services not to exceed $4,971 for the Transfer of Development Right (TDR) <br />Feasibility Study with the Louis Berger Group, Inc. This supplement will include two <br />additional TDR Task Force meetings, and modification to the public meeting format to have <br />an advisory board emphasis. Funds were approved for appropriation from the <br />Commissioners Contingency account. With this appropriation, $7,029 remains available in <br />Commissioners Contingency for fiscal year 2005 -06. (See Attachment 1, column #5) <br />Non - Departmental — Critical Needs Reserve <br />6. At its April 18, 2006 meeting, the Board of County approved the release of a one -time <br />County supplemental appropriation in the amount of $13,467 from the Critical Needs <br />Reserve to OPC /LME to facilitate the divestiture and transfer of Severe and Persistent <br />Mental Illness (SPMI) Assertive Community Treatment Team (ACTT) services to Lutheran <br />Family Services. The actual transfer of management responsibility took place on April 1, <br />2006. This budget amendment provides for the release of $13,467 from the Critical Needs <br />Reserve for the above stated purpose. With this appropriation, $128,680 remains available <br />in the Critical Needs Reserve for fiscal year 2005 -06. (See Attachment 1, column #6) <br />
