on January 3, 1989. <br />Planning Board member Chris Best asked if the Planning Staff was <br />recommending a thirty-day extension. Collins responded that the Staff would like _,_, <br />to recognize the concerns of OWASA and the Economic Development Commission in <br />terms of being able to provide comments on this policy. If the additional <br />thirty-day period is allowed, the Planning Board could cansider the additional <br />comments at its Long Range Planning Meeting in January and provide a <br />recommendation to the Board of Commissioners at their first meeting in February. <br />In answer to a question from Best, Collins responded that OWASA and EDC <br />would provide such comments to the Board of Commissioners as well as the County <br />Manager with the Planning Staff providing <br />Collins noted that at the November 15 meeting, Commissioner Marshall <br />asked to have something included in the policy which addressed the carrying <br />capacity of treatment facilities as well as discharge points of those facilities. <br />The definition "Assured of installation" means that the utility provider to whose <br />system a development is to be connected must have reviewed and approved <br />preliminary plans fox a project and proposed water and sewer lines. As a part of <br />that review process, they would also have to comment on the adequacy of the <br />existing system to which the connections are made and on the capacity of the <br />existing treatment facilities. To address Ms. Marshall's concern, the carrying <br />capacity of the discharge stream or discharge paint has been added. It has also <br />been added that the approval by the municipality, private association, or water <br />or sewer authority shall contain a certification that service to the development <br />project is authorized by any water management plan and discharge permit in effect <br />at the time of approval. This was added to the policy in order to address the <br />Eno River Management Plan under which the County is operating at the present <br />time. <br />Sylvia Price, Economic Development Director, presented written comments <br />which are attached to these minutes on pages ~`~ She noted that changes were <br />easily understood due to the underlining but expressed concern that deletions <br />were not explained. She noted that the two deletions were very important since <br />they both referred to extensions to Economic Development projects where those <br />projects were the end object. She noted that EDC feels it also should be an <br />exception as well as schools and public health concerns. She continued that the <br />EDC should be included in the section related to Urban development and that the <br />entire section should address Urban and Economic Development. <br />Max Kennedy expressed, as a member of the Qrange County Board of <br />Education, appreciation for considering extending water and sewer services into <br />the Rural Buffer as this will impact on the new school which is in the planning <br />process. He indicated he felt this is a step forward and a necessary one rather <br />than building a new school using wells and septic tanks. <br />Mr. Kennedy, as a private citizen, expressed concern that the line size <br />is to be limited to that which would serve only the school site.- He felt this <br />was very shortsighted and encouraged the Boards to consider extending water and <br />sewer services to the properties along the line and control the number of tap-ons <br />rather than not allowing tap-ons at all. He felt the County must, to a certain <br />extent, get into the business of water and sewer services. <br />
