Plans for proposed public or community water <br />supply systems shall be approved by the <br />utility service provider, the Health <br />Department Director or by the Division of <br />Health Services of the N.C. Department of <br />Human Resources, whichever is appropriate. <br />The requirements for the approval of plans are <br />the same as for proposed public or community <br />sewage systems above. <br />C. Extension Policies <br />1. Urban service areas far Chapel Hill, Carrboro, <br />Hillsborough, Mebane, Durham, and the service area <br />of the Orange-Alamance Water System should be ~'- <br />established which correspond with Urban and <br />Transition Areas as identified in the Land Use <br />Element of the Comprehensive Plan. Water and sewer t°'`~~ <br />lines should be directed to those areas which <br />contain and are appropriate for higher density <br />levels of residential, commercial and industrial <br />development. <br />2. The extension of public and/or private water and <br />sewer services in areas designated Water Supply <br />Watershed, Water Quality Critical Area and Rural <br />Buffer in the Land Use Element of the Comprehensive <br />Plan shall be prohibited except to ddress public <br />safety and essential public services , oncerns, ,approved <br />• hardships solely the result of the inability to use aevelopm~ <br />the land proposed to be served by said services;. <br />i. e. , if the soil at a' site is not' suitable for <br />individual on-site or alternative wastewater <br />treatment systems. <br />3. Development projects to be supplied by public <br />and/or private water and/or sewer service will not <br />be approved unless: <br />a, The project is located in Urban and Transition <br />Areas as designated in the Land Use Element of <br />the Comprehensive Plan; or is a targeted economic <br />development project: or? and? + <br />
